The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, 1990). Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement and Pre-Tax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the City's 149 bargaining units.
The office of Labor Relations Administration Division is seeking to hire an Administrative Manager (candidate must be permanent in the Administrative Manager title), to serve as the Director of Administration reporting directly to the Assistant Commissioner of Administration and Employee Development. The Director of Administration will be responsible for the following:
- Perform human resources management and related personnel activities involving the interpretation and application of civil service rules, laws and policies and oversight of the agency’s pre audit hiring and post audit promotions/salary adjustments plans.
- Implement personnel actions for new hires, rehires, transfers (DP-72s), and current employees in compliance with citywide requirements and DOI policies. utilizing City HRIS system, such as NYCAPS, PMS, PRISE, Pi, Payroll and CHRMS.
- Administer civil service hiring pools based on agency need and in accordance to NYS civil service law.
- Evaluate and review new hire recommendations, salary adjustments and promotions through analysis of justification memos and related materials prepares recommendations and requests for adverse employment actions.
- Authorizes appointments, promotions, civil service list pick-ups and/or transfers and reinstatements in NYCAPS.
- Works directly with Assistant Commissioner of Administration and DCAS personnel on job analyses for civil service examinations and other related workforce studies and data evaluations.
- Work directly with the Equal employment Opportunity (EEO) team on various EEO matters.
- Serve as liaison for OLR with COIB, DCAS and OMB on employee matters including filing deadlines, personnel actions, and related transactions.
- Responsible for ePerformance roll-out and Absence Control Program for the agency.
- Review agency wide timesheets; address any timesheets requiring corrective actions including but not limited to making adjustments, approvals, creating/assigning schedules and schedule overrides.
- Prepare and review agency payroll and related calculations; FMLA; PFL; Workers Compensation and Lump Sums related reports to ensure accuracy.
- Prepare presentations and related materials for the agency as related to human resource matters.
- Additional duties and responsibilities as assigned by the Assistant Commissioner of Administration.

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
