Learning & Development Program Manager, Compliance

Robinhood is a mission-driven fintech company building products to democratize finance. The Learning & Development team seeks a Program Manager to design and scale global compliance training programs that drive measurable outcomes, embed learning into the flow of work, and support regulatory and operational safety across regions.

Skills

  • 6–8+ years managing compliance training programs in high-growth or regulated environments
  • Proven ability to create practical, outcomes-based learning solutions tied to business performance
  • Experience leading large-scale, multi-stakeholder projects with strong execution discipline
  • Experience across the employee lifecycle from onboarding to continuous development
  • Strong communication and stakeholder management with ability to influence without authority
  • Analytical mindset with experience measuring learning effectiveness and driving continuous improvement

Responsibilities

  • Design, manage, and scale company-wide compliance training strategy across entities and regions
  • Develop and execute annual compliance training policy, calendar, and communications
  • Conduct needs analyses and align onboarding and annual initiatives with regional compliance leaders
  • Manage program launches, audience segmentation, completion tracking, and issue resolution with Learning Operations
  • Embed AI tools into compliance training workflows to improve effectiveness and efficiency
  • Track and report program outcomes and compliance health to leadership quarterly
  • Respond to audits, manage escalations, and support remediation efforts
  • Integrate learning requirements for acquisitions, regional expansions, and emerging compliance needs
  • Collaborate cross-functionally with instructional designers, People partners, and business leaders

Education

  • Bachelor's degree or equivalent experience in a relevant field
  • Advanced degree (MA/MBA) or certifications in L&D or compliance is a plus
