What We Offer

The City and County of Denver offers competitive pay commensurate with education and experience.  New hires are typically brought into the organization between $210,000 - $240,000/year, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to: 

  • A guaranteed life-long monthly pension, once vested after 5 years of service 
  • 457B Retirement Plan 
  • 140 hours of PTO earned within first year + 12 paid holidays, 1 personal holiday, 1 Wellness Day and 1 volunteer day per year 
  • Competitive medical, dental and vision plans effective within 1 month of start date 

The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Friday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Details will be discussed during the offer process for selected candidate(s).

Location

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field several days a week and telecommute remotely at a designated workplace within the State of Colorado the remaining days.

Who We Are and What You’ll Do

The Office of Human Resources (OHR) provides essential services and support to the 10,000 employees and more than 40 agencies that make up the City and County of Denver. OHR touches every City department and supports every employee, from the moment they file a job application, to the day they retire, and everything in between.

OHR is looking for a Deputy Director for the Office of Human Resources (OHR) to provide citywide strategic direction and execution of HR planning and design to align with overall OHR, workforce and city goals. We seek a proven leader with a client service focus to direct how the agency meets goals and delivers on strategic priorities. Reporting to the Executive Director of OHR, you will initiate and lead HR practices and objectives that will emphasize equity, diversity and inclusion, employee empowerment, program quality, enhanced service delivery, and the continuing transition to a high-performance culture.

Specifically as the Deputy Director of OHR you will:

  • Provide forward thinking and innovative human resources leadership: As a strategic leader within OHR, you will build a cohesive strategic plan across HR functional areas, implement and maintain effective HR processes, lead organizational climate and culture initiatives and manage HR strategies, systems, and metrics to support data-driven decision-making and continuous improvement.
  • Translate strategy into action: You will critically assess challenges, including those that occur on short notice and require immediate action, and identify flexible, effective solutions across all HR disciplines. This is a highly visible, high-pressure role where you’ll need to feel at home working at a visionary/strategic level while also digging into tactical work and the details when needed.
  • Lead through growth and change: You will lead a variety of change management initiatives that impact all levels of our organization in a complex environment. Our employees work in over 1000 different jobs across 40 different agencies and over 25 industries. You’ll need to leverage your experience working in large, complex organizations and organizational change management skills to ensure changes are effective and consider the needs of employees and leaders at all levels of the organization.
  • Champion your people: You will lead a team of HR Directors who manage HR functional areas for the city. You’ll support the quality, development, diversity, and engagement of staff so that all initiatives across the organization have the strongest possible impact on OHR and Citywide goals and outcomes. You will simultaneously build strategies with your OHR team and act as an advocate to other internal stakeholders on their behalf.
  • Model cross-cultural agility. Authentic self-reflection, self- awareness, and high emotional intelligence are central to who you are, and you will utilize these skills to shape a culture of diversity, equity, and inclusion that aligns with the City and County of Denver’s STARS Values.
  • Motivate and influence others to act. From stepping in for the Executive Director in critical internal and external facing contexts when needed to providing cross functional advice and recommendations, to influencing leaders and staff at all levels, you’ll regularly motivate and influence stakeholders at all levels.
  • Authentically collaborate with a variety of stakeholders. You’ll leverage exceptional interpersonal and relationship-building skills and an ability to interact with a diverse group of internal and external professionals to build trusting relationships and advance the goals of OHR citywide.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Deep expertise in multiple human resources disciplines with experience leading at least two HR functions and comfort leading on organizational climate and culture initiatives
  • Prior strong experience managing staff and leading and developing a high-performing HR team, fostering their professional growth and ensuring the HR function delivers exceptional service and support to the organization.
  • Demonstrated experience leading human resources in a large, complex environment of 1000+ employees
  • The ability to lead human resources change initiatives across multiple industries in a complex matrix organization
  • Deep expertise in organizational change management and strategic HR practices
  • Exceptional interpersonal and relationship-building skills with staff at all levels of an organization
  • Ability to overcome barriers and meet goals, especially in a fast-paced environment
  • Ability to critically assess challenges and identify flexible, effective solutions
  • Comfort with reviewing data and using it to drive decisions and communication
  • Professional HR certifications (e.g., SHRM-SCP, SPHR) are a plus

Minimum Qualifications

  • Education requirement: Bachelor's Degree in Business Administration or a related field based on a specific position(s).
  • Experience Requirement: Twelve (12) years of professional level human resources experience including five (5) years managing a human resources function.
  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.

Redeployment during Citywide Emergencies
