SUMMARY
**This is a temporary part-time role with an up to 6 month assignment; works up to 20 hours per week and performs a wide range of Human Resources activities for the Aviation Department at Charlotte Douglas International Airport, which includes a diverse, non-union workforce of approximately 1,000 positions occupying over 100 different job classifications (e.g. laborers, skilled trades, paraprofessional and professional occupations).
Responsibilities:
• Investigate, respond to, and resolve complaints made by employees, supervisors, and outside parties. Investigations include initial intake, interviews, and associated research, preparation of findings and follow-up documentation and communication. Provide recommendations to Human Resources Generalist Senior and the Human Resources Manager regarding resolution.
• Review performance appraisals to ensure consistency, compliance, and alignment with department standards and policies.
• Ensure timely and accurate entry of Performance Improvement Plans, Performance Probations, and related documentation in Workday.
• Provide research and prepare written documentation in support of other legal actions such as grievances, unemployment claims, EEOC claims, worker’s compensation claims, liability, and other suits.
• Educate, counsel, and provide support to supervisors and employees to facilitate consistent application of rules, regulations, policies, procedures, performance standards, disciplinary and termination procedures. Serve as the primary representative on human resource issues for assigned divisions. Recommend actions regarding employee counseling and discipline.
• Assist with facilitating the reasonable suspicion process.
• Build collaborative and effective working relationships with staff and stakeholders across the department, city Human Resources, other city departments, and with other customers and service providers.
• Provide support to the Human Resources Generalist Senior and Human Resources Manager, and complete special projects as assigned.
Knowledge, Skills and Abilities:
Considerable knowledge of the principles and practices of personnel administration.
Considerable knowledge of employment laws and policies.
Excellent organizational, interpersonal, and written/oral communication skills.
Knowledge of and skill using various software tools, such as Word, Excel, PowerPoint, and Outlook.
Ability to adhere to procedures and maintain strict confidentiality.
Ability to exercise judgment and discretion in establishing, applying and interpreting departmental policies and procedures.
Ability to identify and analyze problems and identify possible solutions in support of established goals.
Ability to analyze complex problems and prepare recommendations and working procedures.
Ability to develop and maintain effective working relationships with co-workers, other City departments and the public, representing the airport in a positive manner.
Ability to express ideas effectively, both orally and in writing. Ability to prepare and present clear and concise reports, correspondence, and other written materials.
Ability to identify and effectively respond to issues, concerns, and needs. Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations.
Minimum Qualifications:
Requires a Master’s degree with no experience; or a Bachelor’s degree plus one year of experience; or a two-year College degree plus three years of experience; or a High School Graduate or equivalent plus five years of experience; or an equivalent combination of education and relevant work, industry, military, job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties. Major coursework in Human Resources Management, Business or Public Administration, Psychology, or a related field of study. Experience must include considerable involvement in performance management, responding to employee relations issues, and extensive customer relations experience. PHR Certification or SHRM-CP preferred.

This position is primarily sedentary in nature and requires long periods of sitting and using a computer. May occasionally require lifting of up to 20 lbs. and carrying items for short distances.
General Information:
Primarily works business hours, Monday through Friday. Subject to calls and work during irregular hours, overtime, and emergency calls back to work.
Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit.
Ability to pass a background check in advance of start date required. Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
