Chief Human Resources Officer

Cottingham & Butler is a growth-oriented insurance services firm committed to a ‘better every day’ culture. They are seeking a strategic, data-driven Chief Human Resources Officer to join the executive team at their Dubuque headquarters to lead talent acquisition (with an emphasis on sales recruiting), learning and development, compensation and retention, succession planning, and AI-enabled HR analytics to scale the organization while preserving a high-performance, values-driven culture.

Responsibilities

  • Serve as strategic HR partner to CEO and executive team, shaping people strategy aligned to business goals
  • Lead enterprise talent acquisition with emphasis on recruiting top sales producers and executive hires
  • Expand and manage college recruiting and early-career sales talent pipelines
  • Design and implement compensation, incentive, and retention programs tied to performance
  • Develop and scale learning & development programs focused on AI, digital skills, insurance technical training, and leadership development
  • Build and execute succession planning and career progression frameworks across practice areas
  • Deploy HR analytics and AI tools to improve hiring quality, predict attrition, and measure engagement
  • Drive organizational design, change management, and workforce planning initiatives
  • Lead HR operating model, policies, HRIS, and talent processes to support scalable growth
  • Foster a high-performance, values-driven employee value proposition and recognition systems

Education

  • Bachelor’s degree required
  • Master’s degree (MBA, MHR, or related) preferred
  • HR certifications (SPHR, SHRM-SCP) preferred
