Job Summary:  

The Assistant Deputy Mayor for Health and Human Services (HHS) serves as a key member of the mayor’s executive leadership team, reporting to the Deputy Mayor for Health and Human Services. This individual plays a critical role in advancing the City’s efforts to improve health equity and social outcomes across a broad portfolio that includes the Baltimore City Health Department (BCHD), Mayor’s Office of Homeless Services (MOHS), Baltimore City Recreation and Parks (BCRP), Mayor’s Office of Children and Family Success (MOCFS), Mayor’s Office of Older Adults Affairs and Advocacy (MOAAA), and the Baltimore City Mayor’s Office of Overdose Response (BCMOOR).

The Assistant Deputy Mayor will focus on strengthening data informed health and social equity initiatives including but not limited to supporting the development of a proactive and unified legislative agenda that elevates the needs of Baltimore’s residents during local and state policy sessions. 

Essential Functions:

Strategic Policy and Program Leadership

  • Collaborate with agency leadership to support the design, implementation, and alignment of public health and social service programs, with a special focus on behavioral health and substance use under the City’s Overdose Response Strategic plan.
  • Coordinate efforts across agencies to ensure cohesive and comprehensive service delivery and identify opportunities for collaboration and innovation.
  • Support the Deputy Mayor in identifying emerging issues and developing data-informed strategies that drive systemic improvements in health and human services.

Legislative and Policy Development

  • In partnership with the Mayor’s Office of Government Relations, lead the development of a legislative and policy agenda for the HHS portfolio in preparation for Maryland General Assembly sessions.
  • Coordinate interagency policy positions, develop briefing documents, and engage with legislative stakeholders to advocate for city priorities.
  • Track and analyze legislation impacting health, behavioral health, and social services to inform strategic response.

Stakeholder Engagement and Communication

  • Serve as a liaison between City Hall and agency leadership, community partners, advocacy groups, and state/federal agencies on issues related to health and human services.
  • Represent the Deputy Mayor in meetings, working groups, and community forums as needed.
  • Communicate updates and recommendations clearly and concisely to the Deputy Mayor and other senior leaders.

Operational and Administrative Support

  • Monitor agency performance and key initiatives, providing timely analysis and recommendations to improve impact and effectiveness.
  • Assist in preparing reports, presentations, and materials for internal and external audiences, including the Mayor, City Council, and the public.
  • Provide support in managing cross-agency task forces, advisory bodies, and emergency response efforts when needed.

Required Knowledge & Skills:

  • Previous experience in a fast-paced administrative role, preferably within government, politics, or public service.
  • Excellent written and verbal communication skills, with the ability to draft clear and concise communications.
  • Strong organizational skills and attention to detail, with the ability to prioritize and manage multiple tasks effectively.
  • Proficiency in using office productivity software (e.g., Microsoft Office Suite, Google Workspace).
  • Knowledge of Baltimore City's government structure and key issues facing the community is a plus.
  • Demonstrated ability to maintain confidentiality and handle sensitive information appropriately.
  • Flexibility to work occasionally evenings or weekends, as required by office events or special projects.
  • A positive and proactive attitude with the ability to work both independently and collaboratively in a team-oriented environment.

Education:

  • Advanced degree in public health, public policy, social work, law, government, or a related field.
  • Familiarity with Maryland state legislative processes and city/state government operations.
  • Experience in legislative affairs, program administration, or intergovernmental affairs related to health and human services.

Background Check
