Appointment Type: This is a Temporary Exempt Category 17 position limited to no more than two (2) years in duration. Category 17 employees are used to backfill a Permanent Civil Service (PCS) employee on a leave of absence. This position is exempt from Civil Service and shall serve at the discretion of the appointing officer.

DEPARTMENT OVERVIEW: 

The Office of the Treasurer & Tax Collector ("TTX") serves as the banker, tax collector, collection agent, and investment officer for the City and County of San Francisco. As the entity responsible for safeguarding the City’s money, the Office uses this expertise and authority to assist San Francisco residents through award-winning programs and initiatives that help low-income families build economic security and mobility.

TTX MISSION:

The Office of the San Francisco Treasurer & Tax Collector serves as the banker, tax collector, collection agent, and investment officer for the City and County of San Francisco. SECTION DESCRIPTION:  

The Human Resources division supports the Department with all aspects of employment. We aspire to foster an environment that elicits purpose and nurtures a sense of belonging. As the manager of this Human Resources team, you will utilize your skills and experience in all areas – recruitment and exams, operations, employee and labor relations, EEO, ADA, workers’ compensation, payroll and personnel functions, leaves, and more. In addition, you support the Department by advising all staff and consulting with management regarding all employee issues.  

Job Description

Under direction, the Departmental Personnel Officer plans, monitors, evaluates, and supervises the operation of the Office of the Treasurer & Tax Collector’s Human Resources and Payroll unit, including: recruitment and selection, classification, certification, EEO/ADA, employee and management training, employee/labor relations, human resources management, and other related HR and Payroll programs; serves as an HR Business Partner and plays a key role in assessing business performance to develop HR solutions that enable business strategies, foster leadership success, and drive the employee and customer experience by developing initiatives to increase, measure, and maintain both employee and customer satisfaction. Incumbent champions the organizational culture by helping staff build individual competencies, improving teamwork & communication, securing the support of senior management for new initiatives, and fostering an environment of continuous improvement. Incumbent serves as one of the Racial Equity leaders for the Department and ensures Department recruitment, hiring, and employment polices foster an environment of inclusion and comply with local, state and federal law.

ESSENTIAL DUTIES:

The essential duties and responsibilities of the position include but are not limited to:

  1. Manages, organizes, plans, and directs the work of subordinate staff
  2. Interprets, coordinates and enforces application of Civil Service Commission rules and employment laws
  3. Manages, plans and implements recruitment and selection programs
  4. Conducts classification studies; advises management on the merits of requests for reclassification.
  5. Manages and approves the preparation and maintenance of personnel records
  6. Conducts investigations and writes reports on disciplinary charges against employees
  7. Coordinates labor relations including grievance management & escalated labor disputes
  8. Conducts training needs assessments, recommends training, coordinates and develops training
  9. Manages payroll and personnel functions
  10. Serves as the Department’s Racial Equity leader.
  11. Performs related duties and responsibilities as required.

Qualifications

MINIMUM QUALIFICATIONS:

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. 

Education: Bachelor’s Degree from an accredited university or college.

Experience: Five (5) years of verifiable professional human resources experience, performing duties in one or more human resources functional areas, such as recruitment and selection, labor relations, employee discipline, personnel and/or payroll records, human resources policies & procedures interpretation & administration, EEO or ADA investigations or compliance, or classification or compensations studies. Qualifying experience must include three (3) years verifiable experience supervising professional staff engaged in one or more of these same functional areas.

Substitution: Master’s degree or graduate degree with major coursework in HR, business or public administration, industrial psychology or a related field may substitute for one year of experience.

Additional qualifying work experience as described above may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
