Under general administrative direction of the Regional Project Manager for the Hetch Hetchy 10-year Capital Improvement Program (HCIP), the Project Manager (PM) I will be the lead in implementing the above technical and complex San Joaquin Pipeline projects. The combined budget for planning, design, and construction of these projects is approximately $108.7M. The scope of work of the individual project is listed below.
SJPL Valve and Safe Entry Improvements (Project #10035575) – Phases 2B&C (a subproject)
The San Joaquin Pipelines (SJPL) which convey drinking water to the Bay Area have been in service ranging from 13 to 93 years. SFPUC staff and contractors need to enter the pipelines regularly to perform conditional assessments, maintenance, and repair work. The primary objective of the project is to provide reliable isolation to safeguard the personnel working inside the pipelines.
SJPL Valve Remote Control and Monitoring
The project objective is to provide remote supervisory monitoring and control over SJPL System, including in-line and cross-over valves. This project include design, procure, and construct new SJPL remote supervisory controls that would enable remote operation of valve actuators from the control room located in Moccasin, CA.
Essential Functions:
The Project Manager will be responsible for overseeing the project schedule, ensuring smooth progression through key phases: planning, environmental, design, permits and right of way acquisition (if required), contracting, construction, and closeout. During planning, Hetch Hetchy Water and Power defines the project’s overall performance requirements, which are explored through evaluated design alternatives. The Project Manager collaborates with project team members and internal stakeholders to refine the project scope before advancing to subsequent phases.

Nature of the work:
This is a full-time position either based in Moccasin, CA, or San Francisco Public Utilities Commission headquarters at 525 Golden Gate Avenue, San Francisco but all the PM-1 project assignments are in the Hetch Hetchy region. If the candidate selects his/her primary office to be the SFPUC headquarters, the candidate is required to commute, at least 1 day per week, to the HCIP site office located in Moccasin, California, and/or periodically visit, as needed, to remote project jobsites for the purposes of:
Some of these meetings can be attended remotely via video teleconference, but some meetings may require the candidate to be on site. The PM-1 will be expected to promote good relationships with other City staff, consultants, and contractors by attending most of the meetings with face-to-face interaction.
If the candidate selects his/her primary office in Moccasin, then the position requires periodic commutes during the week or month to the San Francisco Public Utilities Commission headquarters, at 525 Golden Gate Avenue, for important meetings, as needed, with senior City staff or other consultant or stakeholder staff.
Limited living accommodations may be available in the Moccasin cottages or the bunkhouses at Moccasin or early intake for overnight reservation for multi-day project commitments in the Moccasin or Hetch Hetchy region, on a first come, first served basis.
Minimum Qualifications:
Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience,
OR
A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project,
OR
Eight years of architectural, engineering, or construction management experience in a field directly related to the project,
OR
California registration as professional engineer or architect.
One year of full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The ideal candidate should have experience in all phases of the project – planning, environmental review, design, construction, and closeout using project management processes and knowledge areas. In addition, experience in using software such as Primavera P6, PowerPoint, Excel spreadsheets, Outlook, and Word is a plus.
