As part of OYA’s Executive Leadership Team, the Assistant Director of the Business Services Division serves as the agency’s Chief Administrative Officer, providing executive leadership across Finance, Human Resources, Information Services, and Physical Plant Operations. This role requires both strategic vision and the ability to translate that vision into practical solutions that support OYA’s Positive Human Development model and our commitment to Diversity, Equity, and Inclusion (DEI).

The successful candidate will bring proven state of Oregon leadership experience, a track record of mentoring and developing leaders, and the ability to build authentic partnerships across diverse stakeholders—including the Legislature, DAS, partner agencies, and OYA’s staff statewide.

What You Will Do

  • Provide executive leadership to Finance, Human Resources, Information Services, and Physical Plant Operations.

  • Serve as OYA’s Chief Administrative Officer, ensuring business services are aligned with the agency’s mission, vision, and values.

  • Guide strategic planning, policy development, and resource management in collaboration with the Executive Leadership Team.

  • Oversee agency budget development and presentation to the Legislature and stakeholders.

  • Broker and resolve competing perspectives across divisions to move initiatives forward while managing risk.

  • Mentor leaders, promote succession planning, and professionalize teams within Business Services.

  • Model OYA’s Positive Human Development approach and equity-centered leadership.

Minimum Qualifications:

  • Five years of management experience; OR
  • two years of management experience and a bachelor’s degree in a related field.

    Tentative Interview Schedule:

    • 1st round interviews via video: 11/5/2025
    • 2nd round IN-PERSON interviews: 11/19/2025
    • A third round interview may be conducted; date to be determined.

    • Hybrid Telework: This position may be approved for 1-2 days telework at home depending on business needs.
