The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers to enhance and promote the local economy.  At MOED, we view our mission broadly to deliver economic justice to our city! YouthWorks is one of Baltimore City’s youth employment programs under the Mayor’s Office of Employment Development. Baltimore city residents aged 14-21 are connected with work opportunities where they earn money while gaining workforce skills and experience. Youth workers gain exposure to career opportunities and pathways and have access to financial education. YouthWorks is committed to ensuring access for those most impacted by generations of systemic and institutional racism, youth receiving public assistance, low-income families, and youth involved with the Department of Juvenile Services.

Job Summary:

This is a youth job development position, which is an approach to working with young people that defines goals (outcomes) based on capacities, strengths, and developmental needs of youth. Work involves providing full marketing services to employers and employability services to the youth participating in the YouthWorks Private Sector and Career Connections programs.

Essential Functions:

  • Markets YouthWorks Private Sector programs to employers and develops jobs for in and out-of-school youth served by youth services in both a virtual and in-person setting as applicable.
  • Reviews employer applications and registrations with employers and approves applications based on required criteria (i.e., budget for payroll, worksite safety, signed MOU)
  • Commute to worksite partner locations to conduct site visits to ensure the work environment is safe and compliant with youth employment.
  • Contacts the applicable number of employers either in-person or virtually, as applicable, to attain at least (5) new employers per week for the YouthWorks Private Sector program.
  • Collaborates with Job Coaches to arrange job interviews for qualified youth, as well as refers youth to customized training or other appropriate employment activities.
  • Coordinates and facilitates employer activities (i.e., Job fairs, mass recruitment sessions, job-specific pre-screening workshops, networking events).
  • Assist in the delivery, preparation, and coordination of YouthWorks Private Sector job readiness and YouthWorks Academy workshops with the youth, either virtually or in-person.
  • Creates and maintains an accurate and current posting of current job openings.
  • Mandatorily spends between 2 – 3 days per week cultivating new employers with youth fillable positions for youth recruited for YouthWorks Private Sector positions.
  • Assist with invoicing employers for payroll reimbursement timecard verification, roster confirmation, and final payment.

Minimum Qualifications:     

Education: Have completed two years of college at an accredited college or university.

AND 

Experience: Have four years of sales experience or experience in employment, training, or related fields, which require a high degree of marketing the program or services. Preferably two years of counseling and job placement experience.

OR

Equivalency Notes: Have an equivalent combination of acceptable education and experience.

Additional Requirements:

  • Ability to pass a mandatory criminal background check
  • Valid driver’s license and access to a reliable personal vehicle to travel to partnering worksites and organizations
  • Must be willing to use personal vehicle for the completion of assigned duties daily as needed.
  • Work schedule for this position is in-person from 8:30 am to 4:30 pm Monday through Friday
  • Must be flexible to work some evening and weekend hours

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE. 

NOTE: YOU MUST UPLOAD A COPY OF YOUR VALID DRIVER’S LICENSE WITH APPLICATION AT TIME OF APPLYING. 

Knowledge, Skills, & Abilities: 

  • Prior inside or outside sales experience is desired and a plus to be successful in this role.
  • Ability to establish and maintain effective working relationships with clients, employers, co-workers, and representatives of other organizations.
  • Ability to communicate effectively, orally and in writing, and to analyze written reports and materials.
  • Ability to speak and converse with multiple-sized audiences, either in-person or virtually, as applicable
  • Knowledge of the purpose, functions, and scope of MOED policies and procedures.
  • Knowledge of the principles and practices of personnel selection as it is practiced in the public and private sectors.
  • Ability to interpret, apply, and explain Federal laws, regulations, and policies governing MOED programs.
  • Ability to make persuasive presentations and to produce accurate, detailed, and well-documented proposals.
  • Must be detailed and organized, and able to work with high proficiency independently when required.
  • Proficiency in various virtual communications platforms such as Webex, Zoom, Google Meets, and Microsoft Teams.
  • Must be computer literate and familiar with word processing, spreadsheet, or database applications (i.e., MS Word, Excel, etc.)

Background Check                                        

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. 

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
