Job Summary:
An Energy Program Administrator manages and oversees the Office of Home Energy Program for Baltimore City. An Energy Program Administrator, plans, develops and coordinates the implementation of an energy assistance program that provides grants to low-income citizens. Work of this class involves supervising energy assistance program operations, processing, monitoring and clerical personnel.
Incumbents receive managerial direction from an administrative superior. Employees in this class work a conventional workweek where evening and week-end hours may be required.. Work is performed in an office where normal working conditions are encountered. Work requires minimal physical exertion.
Minimum Qualifications:
On or before the date of filing the application, each candidate must:
Education: Have a bachelor's degree from an accredited college or university.
AND
Experience: Have four years of experience in managing or overseeing a human, social services or community affairs; program or department, including two years of such supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of others.
OR
Equivalency Notes: Have a master’s degree and two years of experience in managing or overseeing human or social services or community affairs; program or department. Non-supervisory experience or education may not be substituted for the required supervisory experience.

Knowledge, Skills, & Abilities:
Knowledge of regulations and policies for the Low Income Home Energy Assistance Program (LIHEAP).
Knowledge of the principles and techniques of administration and program management.
Knowledge of the principles and techniques of housing energy conservation.
Knowledge of community service organizations and their functions.
Knowledge of public relations techniques.
Ability to prepare and implement a budget.
Ability to administer a housing energy assistance and conservation social service program.
Ability to schedule and coordinate work effectively and shift priorities in order to meet deadlines.
Ability to evaluate programs and recommend policies, goals and objectives.
Ability to compile and write energy assistance program reports and energy assistance and conservation grant proposals.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with community groups, state and local governmental agencies and officials and the general public.
Administrative ability.
Supervisory ability.
Background Check
Eligible candidates under final consideration for appointments to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
Eligibility
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
Education Accreditation

Examination Process
