Human Resources Unit
The Controller’s Office Human Resources Unit, housed in the Administration Division, is comprised of diverse and dedicated professionals committed to supporting the department and its 300+ employees with all Human Resources-related matters.

Job Description

1244 Senior Human Resources Analyst (Labor and Employee Relations)

The 1244 Senior Human Resources Analyst performs advanced journey-level professional duties in areas of employee relations, discipline, labor relations, equal employment opportunity (EEO), reasonable accommodations, general personnel administration, special projects, and other duties as required. Under the general direction, the 1244 Senior Human Resources Analyst will perform the following essential duties:

  • Negotiate resolutions to grievances, investigating complaints of serious employee misconduct, and confer with employees, department leadership, and labor representatives to arrive at fair and consistent outcomes.
  • Guide managers and supervisors to engage in employee and labor best practices by communicating the impact on morale, productivity, credibility, and legal liability through interactive training and one-on-one discussions.
  • Analyze complex HR-related legal and memorandum of understanding requirements, City and departmental policies and Civil Service rules to address problems, business needs, and anticipate changes.
  • Write complex, analytical, and well researched documents such as investigative reports, correspondence, and memorandums.
  • Conduct thorough, prompt investigations regarding misconduct and whistleblower complaints.
  • Respond to grievances and represents department during expedited arbitrations; serves as a Skelly Officer during disciplinary hearings and writes Skelly decisions.
  • Participate as a member of bargaining team(s) during labor contract negotiations; meets with labor organizations, including attending meet and confers to address a variety of matters.
  • Meet with employees and conduct interviews regarding potential EEO complaints; writes interview summaries and reports of complaints to the City’s EEO Division.
  • Manage reasonable accommodation requests consistent with the American with Disabilities Act (ADA), including engaging in the interactive process, assessing the viability of accommodations, and tracking active cases.  
  • Respond to U.S. Equal Employment Opportunity Commission (EEOC) and California Department of Fair Employment and Housing (DFEH) discrimination complaints by conducting investigations and writing position statements.
  • Other duties as assigned.

Ideal Candidate
The ideal candidate will have strong written and oral communication skills, have a sound understanding of labor relations including Weingarten Rights and the Meyers-Milias-Brown Act (MMBA), have experience with conflict resolution and negotiations, and have familiarity with systems and practices for evaluating and addressing employee performance issues.   

Qualifications

1. EducationPossession of a baccalaureate degree from an accredited college or university; AND

2. ExperienceThree (3) years of verifiable professional Human Resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

Substitution:

  • Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
  • Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco's 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
  • Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master's degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Additional Information

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Possession of a Master’s Degree from an accredited college or university.
  • Experience with Labor Relations, Reasonable Accommodations, Leave Management within the public sector.  
  • Experience conducting investigations within the public sector.  
  • Experience working with Human Resources information systems (i.e. PeopleSoft Human Capital Management).
  • Proficiency with MS Office applications.
  • Three (3) years Human Resources experience with a public or nonprofit organization.
  • Experience preparing and maintaining user training materials and documentation.
  • Demonstrated strong analytical, planning and organizational skills and abilities.
  • Strong oral and written communication skills.
  • Demonstrated ability to effectively and efficiently coordinate multiple tasks and competing priorities.
  • Demonstrate ability to effectively interact and consult with supervisors and senior-level managers regarding confidential Human Resources matters.
  • Proficiency in applicant tracking systems, such as SmartRecruiters.
  • Experience supporting or advising employees on workplace issues.
  • Experience analyzing data and designing reports for leadership.
  • Demonstrated understanding of key HR policies and Memorandum of Understanding (MOU).
  • Experience providing consultation and interpretation to managers and supervisors on contracts.
  • Experience advising managers and supervisors on disciplinary actions e.g. investigations, due process.
  • Experience conducting research and providing analytics/recommendations to support the bargaining processes.
  • Experience conducting disciplinary hearings.
  • Experience conducting grievance meetings.
  • Experience providing presentations before commissions, boards and/or executive management.
