General Summary:
The Manager of the Clinical Point-of-Care Testing (POCT) program and Phlebotomy Services is responsible for overseeing all aspects of POCT and phlebotomy operations within our organization. This role ensures high-quality, efficient, and compliant laboratory services that support patient care. The manager leads a team of POCT medical technologists as well as a team of phlebotomists, ensuring accurate specimen collection, proper testing protocols, and adherence to regulatory standards.
Essential Job Functions:
Oversees daily operations of the POCT program and Phlebotomy Services, ensuring timely, accurate and safe specimen collection and testing.
Supervises, trains, and mentors phlebotomy and POCT staff, with the authority to hire, separate, promote, demote, write and administer performance evaluations. Develops training and competency assessment programs for non-Lab staff performing POCT.
Develops and oversees budgetary planning, staffing needs, and operational expenses related to the department, as well as supports compliance with billing and revenue requirements related to testing and collection.
Develops and implements policies and procedures in accordance with regulatory standards (CLIA, CAP, tJC, etc.). Ensures compliance with quality control measures, laboratory accreditation requirements, and best practices.
Monitors key performance metrics and implement improvements to enhance efficiency and accuracy.
Collaborates with inpatient, ambulatory and ED leadership and clinical teams, information management, health technology management, revenue integrity and laboratory leadership to ensure optimal operation of POCT program and Phlebotomy Services.
Stays updated on emerging trends in POCT, laboratory technology, and best practices in phlebotomy. Maintains knowledge and utilizes resources to provide consultative, educational, technical and informational services as needed, to families, patients and staff.
Facilitates corrective actions related to quality control failures, PT failures, and safety events.
Develops patient centric collection protocols and responds to patient and family concerns to ensure a positive patient experience in all specimen collection procedures.
Assists with selection of methodology, establishment/verification of laboratory test performance specifications, and establishment of quality control program to monitor ongoing test performance.
Knowledge, Skills and Abilities:
Minimum of a Bachelor’s degree, or Masters preferred in a biological, chemical, or medical laboratory science.
Three years minimum clinical laboratory management, supervisory, or lead experience. MLS (ASCP) or equivalent certification, clinical and professional expertise, preferably in POCT and phlebotomy services.
Strong understanding of clinical laboratory regulations, accreditation standards, and quality control protocols. Proficiency in laboratory information systems (LIS) and electronic medical records (EMR).
Leadership experience with excellent communication, problem-solving, and team-building skills. Ability to work well in a team environment and with different personalities and educational levels.
