Kentro is hiring a Senior Advisor to the HR Director. The Office of Human Resources (HR) plays a critical role in managing personnel transitions, ensuring compliance with U.S. Government regulations, and coordinating closely with the Department of State and other interagency partners. The agency requires expert-level advisory support from a seasoned leader with deep institutional knowledge of both USAID and the Department of State to ensure the successful implementation of foreign service personnel actions, including severance, retirements, and staff transitions.

The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director. The Senior Advisor will serve as a principal liaison with the Department of State on matters related to Foreign Service personnel management, ensuring alignment with relevant statutes, policies, and procedures during USAID's operational transition.

Responsibilities:

Interagency Liaison Function

  • Serve as the primary interlocutor between USAID HR and the U.S. Department of State’s Bureau of Global Talent Management (GTM) and other relevant entities.
  • Start and lead a regular interagency working group to troubleshoot potential coordination challenges. Such examples include:
    • Support the timely payment of Foreign Service severance packages in compliance with applicable policies, helping USAID navigate the interagency payment in a never-before-applied process.
    • Addressing challenges related to the timely submission and approval of retirement applications.
    • Facilitating clear communication and alignment between USAID and State counterparts to avoid administrative delays and ensure shared understanding of eligibility and payment triggers.
    • Coordinating other issues related to staff, including complex medical health reviews.
    • Collaborating with legal, payroll, and benefits offices to ensure consistent interpretation and implementation of workforce transition measures.
  • Represent USAID HR in interagency working groups, bilateral meetings, and problem-solving sessions related to personnel management

Personnel Transition Management

  • Support the coordination and documentation of Foreign Service personnel transitioning from USAID to the Department of State via Schedule A and LNAs.
  • Assist in the interpretation and application of State Department regulations and policies affecting former USAID Foreign and Civil Service staff and they begin employment at the Department of State.

Foreign Service National (FSN) Offboarding

  • Assist HR teams and Missions in the successful offboarding and separation of Foreign Service National staff, including final pay processing, benefits reconciliation, and documentation and serve as HR POC for legacy FSN issues/requests.

Policy and Regulatory Guidance

  • Provide expert analysis and guidance on the application of the Foreign Affairs Manual (FAM), Foreign Affairs Handbook (FAH), and other relevant policies affecting transitioning Foreign Service staff.
  • Identify and resolve complex regulatory or policy conflicts between USAID and State HR frameworks.

Strategic Advice and Reporting

  • Provide senior-level recommendations and briefings to USAID HR leadership.
  • Prepare summaries, memos, and reports for internal and interagency distribution related to transition activities and outcomes.

Location: Remote, must be willing and able to be on-site in VA on a regular basis.

  • At least 15 years of experience, preferably with service at either USAID or the Department of State, including knowledge of the Foreign Service.
  • Demonstrated expert-level understanding of State Department HR policies, including FAM/FAH provisions related to personnel transitions, severance, and retirement.
  • Proven experience liaising between USAID and the Department of State on complex human capital and regulatory matters.
  • Exceptional written and oral communication skills, with experience preparing high-level briefings and policy documents. 
  • Strong interpersonal skills, with the ability to navigate sensitive personnel issues with discretion and professionalism.
