Program Manager, Workforce Development & Eng.

This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Program Manager, Workforce Development & Engagement in the United States.

As a Program Manager, Workforce Development & Engagement, you will lead initiatives that shape employee growth, engagement, and organizational development. This role requires close collaboration with department leaders to design, implement, and optimize workforce programs, including training, mentorship, and career progression pathways. You will drive employee engagement initiatives that promote inclusion, belonging, and professional development while aligning with organizational goals. By creating scalable learning strategies, managing workforce development infrastructure, and supporting new hire onboarding, you will directly impact employee satisfaction, retention, and overall performance. The position offers a hybrid work environment and opportunities to influence the culture of the organization meaningfully.


  • Accountabilities
  • Partner with leaders to assess workforce development needs and implement effective solutions.
  • Design, manage, and evaluate organization-wide programs, including on-the-job training, mentorship, leadership development, and manager training.
  • Implement initiatives that foster employee engagement, inclusion, and a culture of belonging.
  • Develop and maintain onboarding programs for new hires, ensuring smooth transitions and alignment with company values.
  • Collaborate with leadership to build and sustain relationships with educational institutions for staff development opportunities.
  • Manage workforce development infrastructure, including learning management systems, training materials, and program evaluation tools.
  • Oversee employee engagement surveys and provide actionable insights to improve organizational performance.
  • Manage workforce development grants and ensure compliance with objectives and reporting requirements.

  • Requirements
  • Bachelor’s degree in Human Resources, Adult Education, Business, Organizational Design, or related field (Master’s preferred).
  • 3+ years of experience in program management, workforce development, or employee engagement, preferably in non-profit or healthcare environments.
  • Strong project management skills, including planning, implementation, and evaluation.
  • Experience in curriculum development, facilitation, and learning program execution.
  • Familiarity with Confluence, SharePoint, Compliatric, Adobe, e-learning platforms, and LMS tools.
  • Intermediate proficiency in Microsoft Office 365, including Excel and PowerPoint.
  • Excellent communication, collaboration, and interpersonal skills.
  • Ability to travel to multiple locations within Massachusetts as needed.
  • Commitment to fostering inclusion, innovation, and cultural competency in workforce development initiatives.
