Job Description

The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, 1990). Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement and Pre-Tax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the City's 149 bargaining units.

The office of Labor Relations Administration Division is seeking to hire a Principal Administrative Associate to report directly to the Assistant Commissioner of Administration and Employee Development. The Principal Administrative Associate will be responsible for the following:

- Manage Timekeeping Functions: Serve as second-level approver for employee time records, including leave requests, time punch corrections, and other timekeeping transactions. Ensure compliance with agency policy and accuracy of time data.
- Leave Administration: Validate Last Day Worked/Last Day Paid (LDWLDP) statements for processing various types of leave (resignation, termination, retirement, LWOP, FMLA, PFL, and managerial lump sum payments).
- Employee Onboarding & Orientation: Conduct City Time training for new hires and serve as the point of contact for onboarding timekeeping processes.
- Employee Offboarding: Inform separating employees of final leave balances and payout procedures; coordinate the return of city-issued property.
- Manual Leave Processing: Perform manual entries for Dedicated Sick Leave and Annual Leave Advances, including tracking and reconciliation of advanced time.
- HR Coordination & Support: Support day-to-day HR transactions including onboarding, offboarding, and leave status updates; respond to payroll and leave-related inquiries from staff.
- System Expertise: Utilize multiple systems such as PMS, City Time, NYCAPS, and CHRMS to process transactions, generate reports, and validate personnel data.
- Confidential Projects: Collaborate with the Assistant Commissioner of Administration on sensitive, time-critical HR and administrative projects.
- Employee Relations: Meet with employees as part of the offboarding process to ensure compliance with city policies and return of city assets.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
