Job Description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. The Assistant Commissioner of Preparedness and Resilience is responsible for the departmental preparation and response to critical incidents, natural disasters and emergencies. The duties include but are not limited to the following: Developing, managing and reviewing table top and functional exercises; reviewing, revising, and developing existing and new Departmental policies and procedures, classroom instruction and public presentations, researching emergency preparedness topics such as natural disasters, terrorist attacks, and pandemic diseases. Additional duties include the following:
- Manage a dedicated team including a director, deputy director and specialists;
- Oversees the day-to-day operations of the Office of Preparedness and Resilience, which primarily includes the activation of the Department’s Emergency Plan during a crisis. The candidate will provide technical expertise to oversight agencies, both at the Federal, State, and Local levels during and after emergency operations.
- Develops and maintains the Departmental Emergency Operations policies and protocols;
- Lead the agency’s Continuity of Operations Program (COOP);
- Engage and inform senior leaders with real-time information and updates regarding emerging issues or incidents;
- Frequently tour jails and borough facilities to assess and audit emergency and contingency plans. The candidate will also draft and review emergency plans for new facilities;
- Oversees the evaluation procedures, tactics, and techniques to be employed during disasters and other emergencies, including recovery outcomes;
- Develops and oversees implementation of methods for the collection and evaluation of information (for intelligence purposes) related to the control of emergencies; triages and stabilizes imminent disasters;
- Evaluates and reviews the After-Action Reports, Special Event Critiques, Journals, and other reports related to unusual occurrences for consideration in future planning and training;
- Researches, prepares, and distributes Emergency Preparedness and Situational Awareness Bulletins on timely topics regarding emergency preparedness, incident management, and action items;
- Serves as agency liaison with stakeholders of the New York City Emergency Management, NYPD, FDNY, Port Authority, and other external partners to coordinate emergency operations and management planning;
- Observes and evaluates Department activities in the control of serious and major unusual occurrences;
- Provides specialized assistance to Incident Commanders throughout the Department;
- Provides staff assistance for inter-bureau Command Post exercises and field exercises conducted by public and private agencies;
- Evaluates all lesson plans intended for emergency control exercises at Department-organized schools;
- Develops and provides training and table top exercises to Department personnel on incident management for unusual occurrences and city and statewide events that can disrupt agency operations;
- Assists Department entities in preparations for maintenance of operations during natural disasters and other unusual occurrences;
- Support special projects as assigned.

1. A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
