Agency Description

The mission of the Department of Revenue is to collect tax and non-tax revenue due to the City and tax revenue due to the School District of Philadelphia while providing service to customers that is fair and efficient and ensuring that the City provides services that the residents can see, touch, and feel. The Department’s revenue collections enable the Administration to invest in the Mayor’s strategic priorities, including housing, education, and making Philadelphia the safest, cleanest, and greenest big city in the nation with economic opportunity for everyone.

Job Description

Position Summary

The Deputy Revenue Commissioner over Administration serves as a key member of the Department of Revenue’s executive leadership team and is responsible for shaping and implementing the Department’s strategic vision, particularly in relation to human resource policies and core administrative operations. The position provides executive oversight of financial operations, human resources management, employee relations, training and development, occupational safety, and facilities management. As a principal advisor, the Deputy Commissioner promotes best practices, implements systems and programs to enhance operational efficiency, and fosters a results-driven, performance-oriented culture to advance the Department’s strategic goals.

The position provides Human Resource services to 640 employees in three major divisions: Tax Revenue, Water Revenue and Legal Service. It also oversees a $73 Million budget, including a $20 Million  Grants  Revenue Fund. Through directors and a total staff of approximately 40 employees, the Deputy Commissioner is responsible for executive oversight of the following functions within the Administration Division:

Human Resources

Approximately 10 staff provide HR support including payroll, hiring, staffing, workforce planning, safety, benefits, labor relations, and services for civil service and exempt employees.

Financial and Budget Operations

  • Roughly 7 staff manage four core functions:
    • Budget – Oversee $73M operating budget (incl. $20M grants), forecasting, and reporting.
    • Contracts – Manage professional service contracts and RFPs.
    • Procurement – Handle daily goods and service purchases.
    • Accounts Payable – Process invoices and maintain vendor relationships.

Outgoing Mail Processing Center

With 15 employees, this unit processes ~10M pieces of mail annually for 35+ agencies, using high-speed equipment to handle bills, tax notices, and other municipal mailings.

Training and Development

A team of three designs and implements training aligned with strategic goals, oversees mentorship programs, and supports safety, compliance, and professional development initiatives.

Facility Operations

Five employees provide building management, space planning, inventory control, and storekeeping. They optimize resources and coordinate with partners on space assessments and floor plans.

Safety

This unit administers the Occupational Safety Program—conducting inspections, training staff, managing injury processes, maintaining the safety manual, and coordinating with Risk Management and unions to enforce compliance.

Essential Functions

  • Provide strategic leadership, oversight and direction for administration functions, including Human Resources, Finance and Budget Operations, Procurement, Safety, Facility Operations, Training and Development and the Mail Processing Center.
  • Serve as a key contributor to the Department’s Five-Year Plan and long-range initiatives.
  • Oversee preparation of the budget and ensure alignment of expenditures with approved plans.
  • Review and analyze financial reports to monitor performance and compliance.
  • Ensure effective coordination and timely delivery of departmental services.
  • Collaborate with City officials, central agencies, and external stakeholders to advocate for departmental priorities and secure resources.
  • Serve on panels and advisory committees for citywide initiatives.
  • Ensure policies and practices mitigate risk related to finances, occupational safety, and workers’ compensation.
  • And other duties as assigned.

Qualifications

Bachelors degree in Public Administration, Business Administration, Finance, or a closely related field.

At least seven years of progressively responsible experience leading administrative services functions, including human resources and/or financial administration with budget and accounting oversight, preferably in a government entity or large public organization.

Salary Range: $140,000 - $150,000
