Chief Program Officer

The Center for Employment Opportunities (CEO) is a national nonprofit delivering reentry employment services across 31 sites and supporting thousands of people annually. CEO seeks an experienced executive leader to serve as Chief Program Officer to design, scale, and ensure excellence across vocational training, supportive services, and social enterprise programs grounded in equity and evidence.

  • Data-driven program evaluation and performance management
  • Partnership development with employers, funders, and government
  • Deep knowledge of criminal justice/reentry systems and workforce development
  • Excellent oral and written communication and external representation skills
  • Commitment to equity, inclusion, and centering participant voices
  • Ability to manage complex projects and prioritize across competing demands

Responsibilities

  • Set vision and implement strategic plan for national reentry programming
  • Design and scale vocational pathways, supportive services, and social enterprise offerings
  • Oversee operations and excellence across a 31-site multi-state portfolio
  • Manage program budgeting and resource allocation in partnership with Finance
  • Develop program standards, performance metrics, and data-driven evaluation systems
  • Cultivate partnerships with employers, funders, government, and community organizations
  • Lead, mentor, and build leadership capacity across program teams nationwide
  • Represent CEO externally at conferences, policy forums, and stakeholder meetings
  • Ensure compliance with funder, regulatory, and contractual requirements
  • Travel nationally to support sites, partners, and stakeholders

Education

  • Bachelor’s degree or equivalent experience
  • Master’s degree preferred but not required
  • Open to diverse educational backgrounds and lived experience
