Vice President, Vocational Programs

The Center for Employment Opportunities (CEO) is a national nonprofit leading reentry employment services for people recently released from incarceration. We are seeking a strategic, mission-driven Vice President of Vocational Programs to lead multi-site vocational strategy, develop regional leaders, and scale evidence-based workforce pathways that improve outcomes for participants across the country.

Skills

  • 10+ years of progressive leadership managing large programs or multi-site portfolios
  • Proven experience designing, scaling, and evaluating workforce or social service programs
  • Strong budget and operational management skills
  • Experience managing grants, contracts, and funder relationships
  • Data-driven decision-making and performance management experience
  • Excellent written and verbal communication with diverse stakeholders
  • Track record building employer and community partnerships
  • Commitment to equity, inclusion, and centering participant voices
  • Ability to manage multiple complex projects and priorities
  • Comfortable with regional travel and multi-site supervision

Responsibilities

  • Set and implement national and regional vocational program strategy in partnership with senior leadership
  • Ensure portfolio sites meet performance targets and operate sustainably
  • Recruit, mentor, and develop regional program leaders and local staff
  • Design, pilot, and scale vocational models responsive to labor market needs
  • Manage budgeting, forecasting, and fiscal accountability for program portfolio
  • Oversee data collection, evaluation, and reporting for multi-site grants and contracts
  • Cultivate employer, community, government, and funder partnerships
  • Ensure compliance with contractual, regulatory, and funder requirements
  • Represent CEO externally at conferences, coalitions, and policy forums
  • Travel regionally to support sites and stakeholders

Education

  • Bachelor’s degree preferred or equivalent professional experience
  • Master’s degree in public policy, social impact, workforce development, or related field preferred but not required
  • CEO values diverse educational backgrounds and lived experience
