Transportation Impact Fee - Sr Capital Projects Officer

The City of Fort Worth Development Services Department is seeking a seasoned Senior Capital Projects Officer to administer the Transportation Impact Fee (TrIF) Program — the largest program of its kind in the state. The role requires an experienced professional to manage fee assessment and collection, conduct development review and traffic land use classifications, administer credits/discounts/agreements, evaluate appeals, maintain fund reconciliation, lead a small team, and coordinate with City leadership, advisory committees, developers, and the public.

Responsibilities

  • Lead and manage the TrIF section including assessment, collection, and reconciliation of fees
  • Determine traffic land use classifications and evaluate fee appeals
  • Prepare, negotiate, and execute credit agreements, P3 term sheets, and related contracts
  • Develop and implement program policies, ordinance updates, and program priorities in coordination with partner departments and committees
  • Prepare bi-annual reports and present findings to the Capital Improvement Advisory Committee and other stakeholders
  • Represent the program at Pre-Development Conferences, DAC meetings, and public forums
  • Ensure fees are deposited, spent within service areas, and accounts reconciled regularly
  • Participate in section budgeting, forecasts, and approve expenditures as needed
  • Supervise staff: assign/prioritize work, conduct evaluations, ensure training, and manage hiring/discipline

Education

  • Bachelor's degree in project/program management, engineering, landscape architecture, planning, public administration, business administration, or related field required
  • Candidates without the degree may be considered if they have substantially more relevant experience
