Job Description

AECOM is seeking a Program Controls Director for the West Region.

This is a Regional leadership role responsible for the breadth and scaling of the US West Program Controls organization. Program Controls is the application of Project Controls in a Program Management context. This includes the added complexity and interactions demanded from Programs such as Government legislation, Political obligations, Legacy creation, multi-partner KPIs, cross industry body creation and/or collaboration, finance partnering, contract incentivization and extensive stakeholder engagement. Location is flexible across the 33-state west region.

The responsibilities of the West Region Program Controls Director include the following:

• Works directly and in alignment with the Global Program Management business line to deploy 
strategic initiatives, best practices, digital solutions, and the best value to our clients.

• Manages Program Controls staff including: recruitment, supervision, assignment deployments 
and retention.

• Champions cross business line coordination for consistency in the execution of Program Controls 
function and delivery.

• Manages and coordinates Program Controls for programs that are large to very large in size, are of high strategic value and/or have the highest level of execution complexity.

• Provides senior-level oversight for Program Controls activities, ensuring alignment with the strategic objectives set by senior leadership.

• Leads the coordination efforts across multiple projects within the program, ensuring seamless integration and alignment with overarching program objectives.

• Spearheads initiatives to streamline processes and enhance collaboration between project teams.

• Proactively identifies and addresses interdependencies between projects, employing advanced risk management strategies to mitigate potential issues.

• Leads conflict resolution efforts, utilizing a senior-level perspective to ensure optimal program performance.

• Supports the implementation of advanced resource allocation strategies, optimizing efficiency and productivity across the program.

• Facilitates and implements innovative strategies to surpass program goals and contribute to organizational success.

• Provides expert guidance and oversight to project controls teams, ensuring the effective management of individual project elements.

• Facilitates clear and concise communication between project teams, stakeholders, and senior leadership, providing insightful and actionable updates.

Ideal candidate will present extensive professional experience in a Program Controls leadership role.

Knowledge

• Provides visionary technical leadership and sets the strategic direction for program controls, ensuring alignment with the organization's broader objectives.

• Able to apply significant expertise and understanding of program controls to shape and advance the organization's program controls capabilities.

• Extensive understanding in all underlying concepts and principles of program controls, paired with extensive experience to provide insights, thought leadership and the evolution of the discipline.

• Recognized as an exceptional leader in program controls within the industry, with significant prior experience of leading program controls for major client programs.

• Known as the key contributor and expert in Program Controls

• Thorough understanding of and ability to articulate the differences and nuances between the role of program controls and that of project controls.

Technical Excellence

• Provides visionary guidance, efficiently oversees and elevates program controls processes, tools, methodologies, and decision-making within programs to ensure not only their successful execution but also their alignment with organizational objectives.

• Demonstrates a very high level of technical expertise in establishing, managing and maintaining a robust and realistic baseline, assessing performance, providing meaningful, insightful analysis to support proactive management of the program, facilitating deliberate, evidence-based decision-making in order to boost delivery confidence, manage risks, and provide assurance in program outcomes.

• Demonstrates deep expertise of both project and program controls, reaching the required level of technical excellence in AECOM Program Controls Competencies and skills.

Leadership

• Fosters a collaborative, high-performing, and positive team culture.

• A proven senior leader in large organizations, with a track record of driving strong performance, organizational success and achieving objectives.

• Contributes to the field of Program Controls through thought leadership, publications, conference presentations, and involvement in professional associations.

• Leads the organization in use of best practice approaches, positioning the organization as a leader in program controls.

• Maintains an up-to-date understanding of current trends in Program Controls

• Demonstrates advanced proficiency of AECOM Program Management Leadership skills.

• Trains, mentors, and evaluates less experienced staff.

• Recruits and helps retain staff at all levels.

Qualifications

Minimum requirements:

Bachelors degree plus 12 years of related experience, or demonstrated equivalency of experience and/or education, including 4 years of leadership.

Preferred qualifications:

Bachelor's or master's degree in a relevant field such as project management, engineering, business, or a related discipline.
