The Oregon Health Authority (OHA), Public Health Division (PHD), Health Security, Preparedness and Response program in Portland, Oregon, is seeking a Policy and Fiscal Manager. This position will be instrumental in advancing the Public Health Division's core capabilities related to emergency preparedness and response through fiscal, contractual and policy initiatives.
What will you do?
As the Policy and Fiscal Manager, you will oversee the management of all Federal Grants and incorporate new sources of General Funds to ensure appropriate allocation to internal teams and external partners. You will develop and implement new policies and regulations that reflect the evolving landscape of emergency preparedness. Additionally, you will ensure compliance and maintain the integrity of policies and procedures, while identifying areas for improvement. You will also facilitate the development and revision of the Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness Program (PHEP) strategic plans.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills and five years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Experience in fiscal and policy analysis.
Working knowledge of quality improvement processes and project management.
Experience in emergency management planning concepts and public health systems.
Experience communicating effectively with federal, regional, local, state and non-governmental public health and public safety staff, including management and policy-level officials.
Working knowledge of software to prepare documents for release to the public, including development or revision of documents for electronic transmission formats such as Microsoft Office Suite, Adobe Acrobat and HTML.
Experience in Internet connectivity and associated software, hardware, and communication components.
Preference Statement: Preference may be given to candidates with current experience in Oregon Health Authority or comparable State of Oregon budgeting and fiscal processes.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Review the Classification and Compensation page for more details on the classification.
