Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
The Office of Livable Streets (OLS) within TPM is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

OLS is seeking a City Planner to serve as the Deputy Director of Planning within the Street Furniture Unit (SFU). SFU manages the procurement, planning, installation and maintenance of bike parking, benches, leaning bars and wayfinding signage for pedestrians, cyclists, and transit riders throughout New York City. The goal of these programs is to make the city more vibrant, walkable, bikeable, and mass transit accessible. The Unit is responsible for NYC DOT’s bike parking, wayfinding, and seating programs. The wayfinding program provides map-based directional information installed on sidewalks and at selected transportation facilities to help pedestrians, cyclists, and transit riders navigate NYC. The successful candidate will play a critical role implementing these programs as well as managing junior staff supporting SFU’s goals.

Duties may include, but are not limited to: supervising staff who will plan and implement wayfinding, bike parking, and seating programs;: preparing site plans and work plans for installation crews, coordinating with other DOT groups to install and maintain SFU assets, coordinating with outside maintenance partners to care for bike corrals, maintaining accurate databases and documentation, and supervising contractors who provide planning and installation services; supervising bike parking, seating and wayfinding in all phases of capital planning and construction; coordinating with developers and private property owners to plan, procure and install publicly accessible street furniture; coordinating with DOT planning and operational units to plan and install street furniture in other groups’ Street Improvement Projects; strategically planning future furniture for climate change, new demographics, and changes in state and federal policies and funding; maintaining concurrence with City Hall and DOT priorities and policies; supervising junior staff to appropriately include SFU assets and manage existing assets in Capital projects; supervising junior staff to produce grant reports and maintain grant deadlines; evaluating existing SFU resources to determine needs and recommends policies, procedures and action plan; coordinating with SFU Deputy Director of Operations in procurement and management of services and goods related to Street Furniture; liaising with business improvement districts, other agencies and transportation authorities, cultural institutions, elected officials, community boards, conservancies and other community groups; representing SFU Director at interagency meetings; developing staff team of 4 or more for individual growth.

Preferred Skills
Ability and experience directing and advancing multiple staff, projects, and timelines simultaneously. Candidates should be self-directed, good at problem-solving, and creative with a sharp eye for fine detail. Candidates should have demonstrated flexibility to adapt as priorities change. Candidates should have a demonstrated interest in and knowledge of NYC street furniture site design, public capital construction planning procedures, active transportation, construction management, NYC geography, and NYC transportation networks. The selected candidate should be willing to work in the field in all seasons and at DOT warehouse facilities, traveling by biking, walking, or using mass transit. A high level of fluency using Microsoft Access, Microsoft SharePoint, and other database software is required.

Hours/Shift: 35 hrs. per week / 9am-5pm

CITY PLANNER - 22122

Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
