Job Summary

The Soccer Programmer is responsible for planning, coordinating, and implementing Baltimore City Recreation & Parks (BCRP) soccer programs for youth and adults. This position oversees registration, scheduling, and league operations while actively working to grow participation and enhance the overall soccer experience citywide. The Soccer Programmer will also identify opportunities to increase program revenue through leagues, clinics, tournaments, and special events. This position reports to the Chief of Athletics. Position hours will be determined by the program schedule and operational needs, which may include evening and weekend hours, not to exceed 30 hours per week.Incumbents receive general supervision from the Athletic Program Supervisor. Work is performed in indoor and outdoor recreation settings.

Essential Functions

  • Plan, organize, and manage all aspects of youth and adult soccer programs, including leagues, tournaments, clinics, and skill development sessions.                                                         
  • Coordinate facility scheduling for practices and games in collaboration with recreation center staff and field management teams.                                                                                            
  • Oversee participant registration and roster management using the Civic-Rec system, ensuring accuracy and compliance with departmental policies.
  • Recruit, train, and supervise volunteer coaches, referees, and site staff as needed.
  • Develop partnerships with community organizations, schools, and recreation centers to expand access and participation.
  • Create marketing and outreach strategies to promote soccer programs and increase enrollment.
  • Track participation numbers, evaluate program success, and recommend improvements to enhance quality and efficiency.                                                                               
  • Monitor program budgets, manage fee collection, and support revenue-generating initiatives.
  • Ensure all soccer activities meet BCRP safety, equity, and inclusion standards.                
  • Provide on-site support during major events, games, and tournaments as needed.        
  • Serve as a liaison between BCRP, community leagues, and local soccer organizations.

MINIMUM QUALIFICATIONS

Education: Must be 18 years of age or older. Graduation from an accredited high school or possession of a GED certificate. Some college in Recreation, Sports Management, Physical Education, or a related field (or equivalent experience) preferred.

AND

Experience: Minimum of 2–3 years of experience organizing or managing recreational sports programs, preferably soccer.

Strong organizational and administrative skills with the ability to manage multiple projects and deadlines. Excellent communication and interpersonal skills; ability to work effectively with diverse populations. Demonstrated ability to increase participation and develop sustainable, community-based programs.  Proficiency with registration software (Civic-Rec or similar systems). Experience managing program budgets and fee-based programs preferred. Bilingual (English/Spanish) preferred to better serve Baltimore’s diverse communities. Availability to work evenings and weekends as program needs require.

Background Check

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
