Manager of Technical Partnerships - job 1 of 2

Twilio is a global leader in communications platforms, enabling developers and companies to build personalized customer experiences. The Manager of Technical Partnerships will lead sourcing, technical evaluation, and strategic relationships with startups, research labs, and technology partners to incubate and scale Horizon 3 innovation initiatives (next‑gen communications, privacy/identity tech, and related domains).

Skills

  • Deep technical fluency with software, APIs, cloud platforms and emerging technologies (AI, IoT, blockchain).
  • Proven deal experience sourcing, negotiating, and executing partnerships, pilots, or co‑development agreements.
  • Strong cross‑functional collaboration with product, engineering, design, and research teams.
  • Excellent communication and stakeholder management with technical and executive audiences.
  • Comfort working autonomously in ambiguous, fast‑paced environments with an entrepreneurial mindset.

Responsibilities

  • Develop and execute a technical partnerships strategy aligned to Twilio’s Horizon 3 innovation priorities.
  • Proactively scout, evaluate, and engage startups, research labs, emerging platforms, and technology leaders.
  • Perform technical diligence to assess feasibility, integration potential, and commercial value of prospective partners.
  • Cultivate and manage trusted relationships with external partners (startups, open source projects, universities).
  • Drive joint proofs‑of‑concepts, co‑investment pilots, and complex integrations to validate future bets.
  • Synthesize market and technology intelligence and provide recommendations for partnership and investment decisions.
  • Represent Twilio at industry events and forums to evangelize vision and recruit partners.

Education

  • Bachelor’s degree in a technical field (Computer Science, Engineering) or equivalent experience.
  • MBA or advanced degree is a plus.
