Responsibilities
- Oversee purchasing operations, including review and approval of purchase requests, purchase orders, and requisitions to ensure budget alignment and policy compliance.
- Manage vendor contracts: selection, negotiation, renewals, performance monitoring, dispute resolution, and invoice reconciliation.
- Supervise, mentor, and evaluate purchasing staff to promote high performance and adherence to procurement best practices.
- Conduct comprehensive financial and operational analyses, budget forecasting, year-end accruals, and audit preparation.
- Develop scopes of work and bid specifications, manage formal procurement processes, and ensure compliance with municipal procurement regulations.
- Monitor and audit departmental purchase orders, receipts, and vouchers in accordance with the Prompt Payment Act and internal controls.
- Collaborate with internal stakeholders to align purchasing decisions with departmental and City objectives and assist with Mayor and Council communications.
Education
- Master's degree in Public Administration, Finance, Business Administration, or related field (minimum requirement)
- Candidates without the required degree may be considered with substantially more relevant work experience
- Preferred: Degree in Accounting for stronger accounting/financial analysis background
