The Oregon Health Authority (OHA), Public Health Division (PHD), Women, Infants and Children (WIC) program in Portland, Oregon is recruiting a WIC Project Manager (PM3) for a Full-Time, Limited Duration position (up to 24 months).
The WIC Project Manager (PM3) will provide strategic leadership and oversight for a range of Women, Infants, and Children (WIC) program business and technology initiatives focused on modernizing service delivery and ensuring compliance with U.S. Department of Agriculture (USDA) – Food & Nutrition Services (FNS) regulations. This role is responsible for the full lifecycle management of complex, interrelated projects—from initiation through closeout—including needs assessment, feasibility analysis, requirements gathering, scope definition, budgeting, timeline development, and grant funding requests and reporting.
Leads efforts related to third-party contractor engagement, including the development and evaluation of Requests for Proposals (RFPs), design validation, system testing, documentation, and deliverable review. Applies a strong working knowledge of WIC operations and relevant federal and state regulatory frameworks to ensure all projects and innovations align with program business and technology requirements.
As a key member of the project team, this position contributes to strategic and long-range planning, provides technical and operational guidance, and collaborates with external partners and governmental agencies to support program goals while maintaining adherence to project management standards.
Most duties of this position may be conducted remotely or at the designated worksite. This position may be requested to report to the designated worksite at the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232 for in-person meetings as needed. Whenever possible, a two weeks' notice will be given.
