The Education and Training Unit at Snake River Correctional Institution is seeking a dedicated and organized Program Analyst 1 to coordinate educational programming within the institution and support Adults in Custody (AICs) in accessing meaningful educational opportunities.
In this role, you will serve as the central point of contact for coordinating educational programming within a DOC facility, ensuring AICs have meaningful access to educational and vocational opportunities. You will collaborate closely with facility staff, college partners, and DOC leadership to manage program schedules, monitor education-related expenses, recommend new programming, and assist in the development of grants.
A key part of your responsibilities includes researching best practices for postsecondary education in corrections and implementing them to improve program quality and access. You will track AIC participation and progress, review applications for educational eligibility, respond to AIC inquiries, support FAFSA completion, assist in onboarding volunteers, and facilitate communication among all partners.
The role also involves daily coordination and troubleshooting of program logistics, organizing and leading educational meetings, participating in treatment team discussions, and responding to program-related complaints or concerns. This position requires strong communication and organizational skills, the ability to work with diverse individuals in a correctional setting, and a solid understanding of the role of education in rehabilitation and reentry. A successful candidate will be proactive, detail-oriented, and solutions-focused, with the ability to manage multiple priorities, maintain accurate records, and contribute meaningfully to the facility’s education and reentry efforts.
This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills;
OR
Any combination of experience or education equivalent to three (3) years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
Regular attendance is an essential function required to meet the demands of this job and to provide necessary services.
Work will be performed in an adult correctional facility and will have interaction with AICs. Possible encounters with abusive/hostile AICs pose a risk of personal injury and/or being taken hostage and death. Exposure to materials of graphic nature, and to dangerous situations does exist.
Work includes extended sitting time at a computer terminal, involvement in telephone conversations, writing various documents, data entry, bending, lifting, stooping, and stretching.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.
