The Oregon Department of Corrections (ODOC) is currently seeking a Communications Coordinator to join its Public Affairs Division. This position is based at ODOC Headquarters in Salem, Oregon, and is approved for a hybrid work schedule. Frequent travel to Coffee Creek Correctional Facility in Wilsonville, Oregon, and potentially to other institutions is required. This is a limited duration assignment expected to last approximately 24 months.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME).

About the Job – Your Role

The primary purpose of this position is to lead and support project management efforts related to the implementation of the Gender Informed Practices Assessment (GIPA) across the agency. This role ensures timely, consistent, and strategic messaging; coordinates cross-divisional collaboration; and supports the successful execution of GIPA-related initiatives through internal communication, content development, and tracking of implementation milestones.

Minimum Qualifications:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; OR
  • Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

  • Advanced knowledge and experience in GIPA implementation practices
  • Project Management Expertise - Formal training or proven experience in planning, organizing, and executing complex projects from start to finish, with an emphasis on keeping timelines, deliverables, and stakeholders aligned.
  • Technical Proficiency - Competence with systems like SharePoint and digital file management to organize and disseminate policy information.
  • Smartsheet Proficiency - Ability to create, maintain, and leverage Smartsheet for project tracking, workflow management, and collaborative reporting. Legislative Process Experience- Familiarity with legislative cycles, procedures, and the nuances of policy implementation in a state agency environment.
  • Statutory Analysis Skills - Strong knowledge of how to locate, read, and interpret proposed legislation, statutes, and administrative rules; ability to extract key points, determine implications, and communicate them clearly to both technical and non-technical audiences.
  • Writing and Communication - Skilled at drafting clear, concise, and persuasive materials, including reports, briefings, and guidance documents, while tailoring messaging for different stakeholders.
  • Strategic Thinking and Problem-Solving - Ability to connect the dots between program goals, operational realities, and policy requirements, and to recommend actionable solutions.
  • Collaboration and Relationship Building - Comfortable working across divisions, building trust with diverse stakeholders, and navigating sensitive or high-impact conversations with professionalism.
  • Cultural Competence and Commitment to Equity - Demonstrates an understanding of and respect for diverse backgrounds, perspectives, and experiences and actively contributes to creating an inclusive, equitable, and discrimination-free workplace.

Working Conditions

This position is based at ODOC Headquarters in Salem, Oregon, and is approved for a hybrid work schedule. Frequent travel to Coffee Creek Correctional Facility in Wilsonville, Oregon, and potentially to other institutions is required. The work environment involves frequent interruptions, distractions, and competing priorities, requiring the ability to stay organized and focused. The position requires the individual to be a positive, dependable, and collaborative team member.

The position may involve interactions with hostile or distressed individuals seeking information or assistance and includes occasional entry into secure areas of correctional facilities, which may involve exposure to adult felony offenders. The Communications Coordinator represents the Department of Corrections and may act on behalf of the Assistant Director of Communications when sharing or gathering information, or when managing special projects or assignments. Due to the nature of the work, the position frequently handles sensitive and confidential issues that require a high degree of tact, discretion, and professionalism.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
