Department Overview

The Program Manager in this role will support the Brenden-Colson Center (the Center) for Pancreatic Care.  The main goal of the Center is to build a world-class research program in pancreatic health and disease that will translate new clinical strategies and therapeutic options to successfully care for and cure patients suffering from pancreatic disease. The Center is led by co-directors, Dr. Brett Sheppard (Professor of Surgery) and Dr. Rosalie Sears (Professor of Molecular & Medical Genetics); Deputy Director, Dr. Jonathan Brody (Professor of Surgery); and Assistant Director, Dr. Dove Keith (BCCPC). 

This role serves as the administrative program leader and advisor to Center leadership in all financial, human resource, administrative and operational activities in accordance with the policies and regulations of OHSU, the School of Medicine, and outside sponsors.  Responsibilities will include: Finance (managing all Center funding, including grants/contracts, Foundation funds and faculty startup funding, implementing transactions and ensuring long term stability), Human Resources (hiring and ongoing management of staff), Grants Management (coordination of proposal submission and oversight of awarded funding, including account setup) and working collaboratively with other OHSU units and departments as well as external institutions to further the mission of the Center.

This position will demand flexibility and adaptability.  Provides strategic leadership in financial planning, analysis, reporting and oversight for all organizational, administrative, personnel and financial activities for the Center.  This position reports directly to the Center Directors. 

Function/Duties of Position

Key Responsibilities & Performance Standards

 

Operational / Administrative:

  • Participates in strategic planning for the Center regarding current operations and new program development; provides direction and management in a manner that is affirming and productive in support of the overall vision and goals of the Center; responsible for promoting a clear customer service orientation throughout the Center; works with the Directors on faculty recruitment and compensation administration. In conjunction with the Directors, completes space and resource planning; works closely in identifying and prioritizing the administrative, education and research resource needs including addressing space allocation issues.  Acts as departmental ITC to resolve minor IT issues, liaison with ITG, and purchase needed equipment.

Human Resources:

  • Oversees and supports Center staff’s employment life-cycle transactions, performance management, training and organizational compliance; responsible for the recruitment, onboarding, timekeeping, supervision and evaluation of the administrative and research staff workforce of the Center; oversees and coordinates with Human Resources, activities including but not limited to compensation administration, employment visa coordination, development of position descriptions and employee relations, and with Visitors and Volunteers office for student interns. 

Finance and Budget: 

  • Responsible for the fiscal administration and integrity of the Center including purchasing, capital equipment, inventory management, internship program support, outgoing research funding, support of fte in other departments, annual budget, monthly account management and reports, donor reporting, and grants management; develops long-range financial strategic goals and plans with Center Directors; provides financial forecasting, planning and analysis; completes ad hoc financial analyses on current issues related to the mission of the Center.  Acts as fiscal authority for Center financial transactions;  processes transfers from OHSU Foundation to reimburse University accounts and fund startup packages and grants awarded by BCCPC; responsible for pre- and post-award research administration to include assisting in preparation of and routing applications, account setup, monitoring spending and working with OPAM to ensure compliance with OHSU and funding agencies’ policies.

 

Required Qualifications

  • Bachelor’s degree
  • 5 years of experience, 2 years of management experience
  • In depth knowledge of financial budgeting, tracking, and analysis; human resource management; program development and oversight, and
  • Strong leadership ability, creativity, and high energy; strong team development and change management skills;
  • Proficient in Microsoft Office with advanced skills with Excel,
  • Ability to interface effectively at all levels of the organization;
  • High level of integrity;
  • Bias towards action;
  • Demonstrated excellent communication, interpersonal and analytical skills

Preferred Qualifications

  • Master’s Degree
  • 3 years progressive experience in either an academic environment or a large, complex, diverse organization with emphasis on program management and development; Financial operations experience at OHSU or another major university
  • Sponsored project administration
  • Previous experience with OHSU business processes;
  • Proficiency using Oracle and related financial/HR platforms (eg, Cognos, Kronos, Matrix, etc.)

Additional Details

  • A busy open office environment with a lot of interruptions, multiple demands and people interactions. Must be able to deal with competing needs and priorities of internal and external customers.
  • This position is eligible for remote work after a defined initial employment period. Details regarding schedule, required technology, environment and other OHSU conditions are detailed in the remote work documentation filled out by the employee and manager and approved by the manager.
