Project: Wastewater Enterprise Oceanside Treatment Plant Projects
The Project Manager II (PM II) is responsible for managing and administering approx. $95M in capital improvement treatment facilities projects in the Westside/Oceanside region of San Francisco, particularly at the Oceanside Water Pollution Control Plant (OSP). The majority of process buildings at OSP will remain in service for at least another 30-50 years and will require facility and wastewater process improvements to maintain operational reliabilities, improve seismic performance, improve health and safety of staff and extend useful life. The OSP subgroup of projects is part of the Treatment Facilities group within the 10-Year Wastewater Enterprise (WWE) Capital Program adopted by the SFPUC.
Under general administrative direction of a Principal Project Manager IV, the PM II will lead the efforts to successfully deliver critical treatment facility capital improvement projects at OSP. The projects will include working closely with the numerous internal and external stakeholders including regulatory compliance agencies e.g., Regional Water Quality Control Board and Bay Area Air Quality Management District.
The PM II will oversee these complex projects, to prepare timely project budget/schedule updates, scope analysis, troubleshooting, and analysis of project alternatives. The PM II will interact with the SFPUC Commission, SFPUC Executive Management, Technical Steering Committee, and various key project stakeholders from Operating division of Wastewater Enterprise. The PM II will review and approve critical path schedules, collaborate with Operations on shutdown schedules, and forecast project spending plans. The PM II will report project progress on annual, quarterly, and monthly basis. The PM II will provide project inputs on scope, schedule, and budget to the 10-year capital program.
The major projects the PM II will be involved in the Oceanside/Westside Treatment Region are as listed below:
OSP Plant-wide Ventilation (HVAC) Upgrades: A wide-range of HVAC-related improvements were identified as part of the OSP Condition Assessment Repairs Project. The project identified replacement of select supply/exhaust fan and accessories, ductwork, duct fittings and duct support replacements in the following facility structure areas, OSP 011 Pretreatment/Solids, OSP 042 Primary Clarifiers, OSP 230 Secondary Clarifiers, OSP 530 Chlorine Contact Channels, OSP 620 Digester Operations, and OSP 930 Administration and Lab.
OSP Odor Control Upgrades: Specific work includes Primary Odor Control System Improvements covering influent and effluent channels in OSP 042. The primary clarifiers would remain open and uncovered; refurbishment of the existing Odor Control Units (OCUs) serving OSP 042; installation of heating coils to pre-heat the foul air extracted from below the covered channels, OSP 042 building space, and the aeration basin channels prior to treatment through the OCUs; other miscellaneous improvements include new variable frequency drives (VFDs) at the supply fans, new odor control fans with VFDs, duct repairs at odor control fans, replacement of fan differential pressure switches and automated ventilation modulation.
OSP Communication & Safety Monitoring Upgrades: The project is slated to address deficiencies in existing communication & safety monitoring systems at OSP. Upgrade and replace fixed gas monitoring Systems in the following facility structure areas, OSP 011 Pretreatment/Solids, OSP 042 Primary Clarifiers, OSP 230 Secondary Clarifiers and OSP 620 Digester Operations. Replace the facility Public Address System / Emergency Evacuation Notification System. Replace the existing Fire Alarm System at OSP and Westside Pump Station (WSS) which are old and in disrepair.
OSP 011 Gaseous Oxygen System Upgrades: The project is slated to address deficiencies in oxygen generation systems at OSP. The appropriate technology and alternative would be explored in the project planning phase, but as a basis for this project, replacement of the PSA units with vacuum pressure swing adsorption (VPSA) or Vacuum Swing Absorption (VSA) units will be evaluated.

Minimum Qualifications:
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
