Export Control Analyst II

Department Overview

The OHSU export control office is responsible for ensuring university compliance with US export controls, and provides guidance, training, and logistical support to the OHSU community related to these laws and regulations. https://www.ohsu.edu/research-integrity/export-controls

 

Provide support to the Research Integrity department and in providing such support is exposed to sensitive and confidential information (includes policy violations, compliance issues, investigations, audits, grievances, and matters that impact business decisions that hold a high degree of organizational risk).

 

The Integrity Analyst II will provide services under the direction of the Export Control program within the Research Integrity department. Employees in this class also make recommendations for and assist in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources.

 

The Integrity Analyst, II position is distinguished from the Integrity Analyst positions by the requirement for proficiency in the pre-review of complex research as well as the use of data analysis methodologies. It is further distinguished from the lower levels by planning and conducting improvement projects, which may cross program or organizational lines and require analyses of multiple variables within interrelated systems. Employees in this class may function as a team leader guiding and coordinating the work of several stakeholders involved in special projects. This level also requires significant coordination of variables between highly diversified or unrelated systems, including but not limited to systems used for shipping submissions, international travel requests, InfoEd, and other electronic (i.e., eCOI systems).

 

The Integrity Analyst, II provides support to the department by understanding and accurately applying policies and procedures to a variety of responsibilities, including:

  • incoming questions and issues;
  • review of submissions and transactions for completeness and basic compliance;
  • creating metrics and data analysis;
  • writing and updating policies, procedures, and other reports and documents;
  • preparing training materials and providing training; and
  • other projects and duties as assigned.

Function/Duties of Position

1) Export Control*: Perform initial review of export and deemed export requests and respond to inquiries related to Export Control. Use knowledge of federal, state, local, and OHSU statutes, regulations, guidance, policies, procedures, Code of Conduct, best practices, and systems to:

  • Provide professional guidance and analysis; serve as resource for other staff and the OHSU community.
  • Accurately review, analyze, and provide initial approval/determination/resolution on submissions and inquiries in accordance with all applicable requirements and processes. 

2) Assessment and analysis*:

  • a) Assist in pre-review, review, approval and post-approval processes on research involving foreign components and / or export controls; identify problematic areas and communicate directly with internal and external personnel to ensure accurate and complete submissions.
  • b) Field, triage and respond to incoming questions;
  • c) Perform analytical and business tasks serving multiple functions in support of the Export Control/Research Integrity Office, including taking meeting minutes and providing high-level of support to other areas of the Research Integrity Department and Leadership.
  • d) Maintain high level of confidentiality and use of sound independent judgment;
  • e) Using knowledge of policies, procedures, and technologies, review, analyze, and resolve/finalize all responsibilities in accordance with all applicable requirements and processes. This includes applying analytical, organizational, and time management skills to conduct independent, accurate and timely review of submissions, transactions, inquiries, and projects, as assigned.
  • f) Development and maintenance of policies, standard operating procedures, office website, and export control manual
  • g) Appropriately and effectively handle, prepare, and manage OHSU sensitive and confidential communications, information and data related to Research Integrity projects and issues.
  • h) Independently prepare (drafts/edits, finalizes) a variety of correspondences, reports, presentations, spreadsheets, statistics and forms, including confidential and sensitive materials for research leadership and/or federal, state, and local authorities.
  • i) Collect, manage, analyze, query, and generate reports for data/metrics from a variety of sources using applicable technologies. Summarize analysis of data for Research Integrity teams and identify areas to improve reporting and data integrity.
  • j) Maintain documentation to ensure accurate and updated programmatic information in compliance with record keeping requirements.
  • k) Serve as primary back-up to the Export Control Officer on export control activities

3) Training and communication*:

  • a) Provide support and training to other position(s) in the Research Integrity department, and training to OHSU community as needed;

4) Continuous Quality Improvement*:

  • a) Participate in continuous quality improvement initiatives in partnership with the Export Control Officer and Research Integrity department leadership.
  • b) Identify weaknesses and deficiencies, and provide input to the Export Control Officer and Research Integrity department leadership on how to enhance the quality and efficiency of the work performed.

5) Workflow Planning and Improvement*:

  • Consult with cross-functional stakeholders to initiate workflow studies for regulatory compliance submissions , identify improvement opportunities, define scope, purpose, objectives, time frames, and resource requirements; utilize techniques for fact finding and types of information required; conduct interviews with inter- and intra-departmental personnel to observe and discuss operations; review applicable laws and regulations to ensure compliance; evaluate collected information for accuracy and adequacy; serve as team leader providing guidance to other professional/technical team members in workflow development.

6) Technology Liaison*:

  • Provide functional expertise to ITG, department and end users including on the use of, implementation, training and enhancement of electronic systems and departmental website content that support the Export Control Office and Research Integrity department. 

7) Other duties, as assigned* 

Required Qualifications

  • Bachelor’s degree

  • Three years of experience administering or coordinating parts or subsets of a project or program.

  • Experience working with highly sensitive and confidential information and projects.

  • Advanced MS Office skills including creation of advanced templates, charts, graphs, tables, and forms for executive review.

  • Ability to learn and understand a variety of software applications and data analytic procedures to support the Research Integrity department programs.

  • Ability to appear at the workplace, ready to work, on a regular and consistent basis.

  • Exceptional people skills. Ability to interact in a positive, productive manner with others (demonstrating sensitivity, tact, and professionalism).

  • Ability to deal effectively with difficult situations.

  • Ability to analyze information and construct an action plan to effectively and cooperatively resolve issues.

  • Ability to collaborate effectively and work both independently and in a team environment.

  • Effective organizational abilities, oral and written communication skills, and interpersonal skills.

  • Ability to operate and communicate effectively while meeting multiple deadlines and completing projects simultaneously.

Preferred Qualifications

  • Master’s degree
  • Project/program coordination within a regulated setting.

  • Complex academic medical center experience

  • Basic knowledge of the EAR, OFAC and ITAR, ability to quickly learn other regulations as needed (e.g.: CITES, NRC, DEA, FDA);

  • Experience with foreign trade regulations and shipping biological materials.

Additional Details

This position requires the ability to work remotely; position may involve travel within the Portland metro area and exposure to laboratory environments; Monday-Friday, day shift.
