The Minnesota Judicial Branch is seeking a strategic and experienced leader to serve as the Talent Strategy and Management Program Manager within the State Court Administrator’s Office (SCAO). This key leadership role is responsible for driving enterprise-level initiatives that shape the future of human resources and development in the Judicial Branch, with a focus on attracting, developing, and retaining top talent statewide.

This role leads cross-functional efforts to define and implement Judicial Branch-wide talent strategies, including recruiting, onboarding, performance management, retention, succession planning, and workforce engagement. It also oversees the continuous improvement of the Human Resources Information System (HRIS) Oracle to ensure alignment with evolving business needs and user experience. The Program Manager is also responsible for supporting, updating, and implementing policies related to Human Resources & Development (HRD).

This position supervises two staff focused on strategic HRD initiatives as well as one HR Manager who supports local HR operations at the Minnesota Judicial Center. While local supervision is part of the role, the primary emphasis is on statewide strategy and system-level leadership.

EXAMPLES OF JOB DUTIES:

Examples of key responsibilities include:

  • Lead the development and execution of statewide talent strategies, including recruitment and selection, onboarding, performance management systems and calibration, retention, succession planning, and workforce engagement.
  • Oversee the continuous improvement of the Human Resource Information Systems (HRIS), ensuring that system functionality, processes, and reporting capabilities support statewide strategic goals and operational efficiency.
  • Supervise two staff who support strategic talent and HR systems work, providing direction, coaching, and accountability on key initiatives.
  • Supervise the HR Manager at the Minnesota Judicial Center, ensuring local service delivery is aligned with statewide policy and direction.
  • Collaborate with HRD leaders, court leaders, and stakeholders across the Judicial Branch to identify needs, establish priorities, and implement effective solutions.
  • Guide teams through research, development, testing, implementation, and change management of major HR initiatives and system improvements.
  • Provide tools, guidance, and communication strategies to support equitable and consistent HR practices across all courts. Update and support policy development and implementation.
  • Provide consultation and guidance to leaders at all levels, including directors, judges, and managers on complex HR matters such as recruitment, job design, performance issues, classification, policy interpretation, and conflict resolution. May lead or support internal HR investigations.
  • Present updates and recommendations to leadership groups including the Judicial Council, Human Resources and Development Director, Human Resources and Development Managers, and other statewide committees.
  • Ensure alignment with employment laws, HR Rules, labor contracts, and best practices.
  • Manage vendor relationships and contracts related to HRD functions such as background checks, temporary staffing, and HR technology.
  • Serve as a member of the statewide HRD leadership team and contribute to strategic planning, cross-functional collaboration, and enterprise initiatives.

TYPICAL QUALIFICATIONS:

Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered.  An example of an acceptable qualification is:

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in business, personnel management, public administration, psychology, or related field.
  • Five (5) to seven (7) years of experience in human resources, business administration, public administration, or closely related field, including supervisory experience.

Preferred Qualifications:

  • Master’s degree or Juris Doctorate.
  • Experience leading cross-functional teams or workgroups in a public sector setting.

Knowledge, Skills, and Abilities:

  • Brings deep knowledge of modern talent management and workforce development strategies.
  • Has experience reviewing, updating, and guiding implementation of HR policies and practices.
  • Shows demonstrated interest and/or ability in using HRIS systems effectively to advance both strategy and day-to-day operations.
  • Has demonstrated success supervising staff involved in statewide or cross-functional projects.
  • Communicates effectively with senior leaders and frontline employees.
  • Thrives in a collaborative, mission-driven environment
  • Leads change while building alignment and trust across diverse stakeholders.

SALARY:

The expected starting salary range for external candidates is $50.48 - $64.35 per hour ($105,402 - $134,363 annually). The full salary range for this position is $50.48 - $78.21 per hour ($105,402 - $163,302 annually). This position is exempt under the Fair Labor Standards Act and is eligible for state of MN employee benefits.

SUPPLEMENTAL INFORMATION:

Position Logistics:

This is a full-time, permanent position. The role operates in a hybrid work environment, with occasional days on-site at the Minnesota Judicial Center in Saint Paul, as business need dictates. Occasional in-state travel and some non-standard hours are required.
