Kentro is hiring a Records Team Lead/Deptuty role supporting the USAID. The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners. 

This position is located within the Office of Human Capital and Talent Management (HCTM), Records and Special Programs Division. USAID leads the U.S. Government's international development and humanitarian efforts to save lives, reduce poverty, strengthen democratic governance, and help people emerge from crises. As part of the agency's mission, effective records management supports continuity of operations, accountability, and compliance. The incumbent serves as Team Lead and senior specialist for the federal Electronic Official Personnel Folder (eOPF) and Employee Performance File (EPF) programs, providing guidance and Subject Matter Expertise (SME) to a team of specialists and HR Assistants. The incumbent is responsible for implementing and overseeing the quality, control, and disposition of personnel records in accordance with applicable laws, policies, and agency goals

Responsibilities:

Personnel Records and Information Management (60%)

  • Ensure compliance with federal recordkeeping requirements (e.g., OPM Guide to Personnel Recordkeeping, Privacy Act, NARA).
  • Lead oversight of eOPF and EPF maintenance, safeguarding, indexing, and accuracy.
  • Merge, reconstruct, and audit Official Personnel Folders (OPFs).
  • Review separation and retirement records for compliance and completeness.
  • Manage record disposition and transfer processes for separations, retirements, and interagency moves.
  • Calculate and verify Service Computation Dates (SCDs).
  • Respond to audit and legal data requests including SF-75, AUP, and GMRA inquiries.
  • Contribute to records improvement initiatives, standard operating procedures, and system enhancements.

Team Leadership and Program Oversight (30%)

  • Serve as Team Lead for Records Management staff; assign daily work, monitor progress, and ensure alignment with Division goals.
  • Provide technical guidance, training, and quality assurance oversight.
  • Coordinate records support with Payroll, HCTM Divisions, State Department, and external stakeholders.
  • Escalate complex cases, compliance risks, and systemic issues to Division leadership.
  • Track team performance and recommend improvements to ensure operational excellence.

Strategic and Policy Support (10%)

  • Serve as the technical authority on personnel records matters in the absence of the Division Chief.
  • Advise on development and implementation of policy, regulatory interpretation, and procedural guidance.
  • Represent HCTM Records at internal working groups or interagency meetings when needed.
  • Conduct briefings or prepare communications on records programs and trends.

Other Duties: Performs other duties as assigned, consistent with the role and grade level.

    • Bachelor’s degree from an accredited college or university in human resources, information management, public administration, or a related field. Advanced degree preferred.
    • Minimum of 5 years of progressively responsible experience in federal records and information management, including at least 2 years in a team lead or supervisory capacity.
    • Demonstrated experience in interpreting and applying federal personnel records regulations, with a deep understanding of compliance requirements.
    • Proven ability to lead cross-functional teams, manage projects, and mentor staff.
    • Experience working with HR systems such as eOPF, HR Connect, and ServiceNow.
    • Strong attention to detail, analytical thinking, and problem-solving capabilities.
    • Excellent interpersonal skills and ability to work collaboratively across diverse teams and levels of leadership.
    • U.S. citizenship and ability to obtain and maintain a Public Trust clearance.

Skills required:

  • Mastery of federal and agency-specific records regulations (OPM, NARA, Privacy Act, FOIA).
  • Advanced knowledge of personnel recordkeeping systems and automated HR platforms (e.g., eOPF, HR Connect, ServiceNow).
  • Skill in supervising and mentoring staff, leading audits, and overseeing quality assurance.
  • Strong organizational, research, and analytical skills to evaluate and improve programs.
  • Excellent oral and written communication abilities, including delivering presentations and training.
  • Ability to manage competing priorities, meet deadlines, and implement process improvements.

  • Must be willing to get and maintain a Public Trust Clearance
