The Department of Probation (DOP) is seeking to hire a Director of Special Programs and Initiatives. Under executive direction, with wide latitude for independent judgment, action and initiative, the Director of Special Programs and Initiatives supports the Juvenile and Adult Operations units by managing procurement and program development efforts.
Responsibilities include, but are not limited to, the following:
- Draft RFPs, concept papers, and other procurement documents for Juvenile and Adult Operations.
- Conduct research and literature reviews to identify best practices, design and plan programs.
- Develop rating guides to score proposals received in response to RFPs.
- Train employees on preparing scopes of work and measuring program efficacy.
- Embed change management processes and competencies to support the implementation and reinforcement of new program requirements.
- Review and rate proposals, grant writing, participate in workgroups with other units and divisions within DOP and interact with other City agencies and stakeholders to coordinate joint initiatives.
- Audit all contracts for Juvenile and Adult Operations to ensure compliance and performance.
- Create metric reports to evaluate program fidelity and assess outcomes.
- Analyze and refine program structures; develop strategies to streamline operational processes.
- Liaise with Finance and Procurement teams to manage contract-related matters.
- Coordinate with the Mayor’s Office of Contract Services (MOCS) regarding the status of contracts and invoices.
- Provide contract audit updates and reports to the Commissioner of DOP.
- Ensure timely and accurate completion of contract extensions.
- Analyze financial management systems and monitor contract data via the City’s Procurement and Sourcing Solutions Portal (PASSPort).

A baccalaureate degree from an accredited college and four years of full-time paid experience in counseling or casework in a recognized agency adhering to acceptable standards in probation, parole, social services, psychiatric or medical social work or related field, at least 18 months of which must have been in a responsible supervisory, administrative or consultative capacity performing activities related to the duties of the position; or
A combination of education and/or experience equivalent to “1” above. However, all candidates must have at least 18 months of experience in an administrative, managerial, executive, consultative, executive capacity or supervising personnel performing activities related to the duties of the position.
