Job Description

ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE ADMINISTRATIVE CONTRACT SPECIALIST CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY.

Division/Program Summary:
The Mental Hygiene Division of the New York City Department of Health and Mental Hygiene is responsible for policy, programs, and provider oversight related to mental health; alcohol and drug use; developmental delays and disabilities; and early intervention services. The work of the Division is informed by the goals of improving clinical and rehabilitative services; integrating mental health, substance use, and primary care; promoting healthy childhood development; reducing racial/ethnic and socioeconomic health inequalities; and promoting recovery.

The Office of Contracts, within the Bureau of Division Management, administers over 500 contracts and approximately 30 intra-city agreements (over 1000 program units) for the provision of mental hygiene services annually. A primary function of the office is to manage and maintain data and documents related to these agreements and to process 1000+ contractual transactions annually. The Funding and Contract Management System (FCMS) is the primary data management system used by the Division of Mental Hygiene and maintained by The Office of Contracts.

Position Summary:
The Director of Contract Management is responsible for reviewing and monitoring submissions from team members to ensure adherence to quality standards of the Division of Mental Hygiene. In addition, provide technical assistance to Contractors and program staff, ensuring timely resolution of contract issues.

Job Duties and Responsibilities:
- Provide direct supervision to contract staff members.
- Management of annual City Council designations, both internally and with providers including notifications of award, monitoring City Council updates/transparency resolutions, negotiating contract budget and scopes, reviewing requests for budget modifications and invoice review.
- Provide technical assistance to Contractors and program staff, ensure timely resolution of contract issues.
- Manage contract administration in HHS Accelerator Financials, including data management, task management, reporting, user training and IT issues.
- Provide support to staff performing detailed financial analysis and resulting updates to internal contract and financial systems.
- Ensure maintenance of contract related data and documents in multiple systems.
- Manage provider communications.
- Prepare special reports in response to requests from management.
- Provide staff training and support staff development.
- Develop and document standard processes and procedures and workflows.
- Participate in special projects as necessary.

ADMIN CONTRACT SPECIALIST (PYR - 10095

Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
