ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. Financial Services Claiming is responsible for ensuring that all of ACS’s expenditures, including those for foster care, subsidized childcare, preventive independent living services, and administration are claimed to the state and federal governments so that we receive revenue reimbursement. Claiming must be done in a timely and accurate manner and according to oversight guidelines, including ensuring that child specific claims are properly researched in terms of funding stream eligibility. Claiming results in more than $2 billion in state and federal revenues per year. Within Financial Services Claiming, we have approximately 28,000 invoices each year. Payment transactions exceed 280,000 annually, totaling more than $2.04 billion dollars in expenditures.

This person will be working closely with the Deputy Director overseeing Foster Care and Child Welfare Claiming and the Claiming Director.
- Research a subset of non-reimbursable charges to determine if they can be claimed against another funding stream or if not, why they cannot be claimed.
- Coordinate between foster care and welfare claiming areas to ensure that claims are properly and timely submitted in accordance with revenue funding structure.
- Coordinate with the Administrative Claiming team to ensure that all Family First related model developer costs are transferred and claimed on the administrative claim as a direct charge.
