Civil Service Title: Economist 1

The New York City Department of Transportation, Division of Bridges, is seeking an Economist to join the Bridges Capital Finance Unit as a Capital Budget Analyst. Reporting directly to the Director of Capital Finance, the selected candidate will oversee all phases of the capital budget process including planning, monitoring, forecasting, and reporting with significant independent responsibility and discretion. The Analyst will also serve as a key liaison between the Division of Bridges and internal agency project oversight teams, acting as a point of contact when needed.
Additional duties and responsibilities include, but are not limited to:
- Preparing and updating the Division’s Capital Commitment Plan three times per year, including revising cost estimates, project schedules, and providing biannual updates to the Ten-Year Capital Plan; overseeing funding analyses and ensuring accurate updates in the Financial Management System (FMS).
- Assisting with Certificate to Proceed (CP) requests for capital projects through coordination with the Office of Management and Budget (OMB).
- Monitoring and analyzing capital budget reports and providing regular updates to executive leadership on overall funding and individual program allocations.
- Developing internal management reports to inform agency policy and support decision-making.
- Supporting the budgeting process for new and ongoing projects, including preparing proposals and timelines, and collaborating with senior staff and OMB for funding approval.
- Coordinating the Division’s Capstat submissions, ensuring comprehensive and timely inclusion of all capital projects, including AIMS, GASB49, and Anti-Corruption reports.
- Meeting with bureaus to assess capital needs for new and existing projects.
- Serving as a liaison with other City agencies involved in capital project coordination.
- Preparing ad-hoc reports and analysis at the request of management.
- Participating in internal and external meetings and workshops as needed.
- Assisting with special projects and assignments as directed.
PREFERRED SKILLS
- Knowledge of NYC Procurement Policy Board (PPB) Rules.
- Familiarity with NYC Comptroller’s Directives, particularly Directives 1, 7, and 10.
- Advanced proficiency in Microsoft Office applications, including Excel, Access, PowerPoint, and Project.
- Experience using City systems such as FMS, Passport, and related platforms.

1. A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy or related field; or
2. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics,
finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the
fields of finance; economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis. Graduate semester credits in any of the areas described in "1" above may be substituted for the undergraduate
semester credits on the basis that each 3 graduate semester credits may be substituted for 6 of the required undergraduate semester credits.
