This is a provisional appointment.

 

Under the direction of the Streets Cabinet Director of Human Resources, the Talent Acquisition Manager will develop and implement the talent plan for the city of Boston’s Streets Cabinet. Talent Acquisition includes, but is not limited to: recruiting all full-time employees, fellows, and employment agreements; job description research, development, and writing; may assist with compensation studies and benchmarking for new and existing roles; sourcing candidates while pipelining for future needs; general human resource guidance and assistance; and managing the Boston Transportation Department (BTD) and Public Works Department (PWD) employment brands while guiding the candidate experience. The focus of this position is to advance hiring for the Streets Cabinet for the city of Boston to enable our capacity to carry out the Mayor’s vision to transform our city streets and provide excellent services to the public.

 

The Talent Acquisition Manager will also provide support in Human Resources functional areas, including but not limited to civil service hiring procedures, compliance, and the City of Boston Drug and Alcohol testing program.

 

A strong applicant will have a proven record of developing and managing talent acquisition strategies and campaigns, creatively marketing careers in infrastructure, engineering, transportation, and public works, and designing and supporting the candidate experience. This role requires extensive experience with talent acquisition and talent management, and a clear and comprehensive understanding of the impact of staffing in City Government.

Responsibilities

  • Partners with Streets Cabinet Leadership to advise on all talent acquisition efforts for the department, which includes: full cycle recruitment - job description development, posting positions, sourcing, reviewing candidates' resumes and forwarding qualified resumes to managers, conducting interviews, gathering and recording feedback, and checking applicant references. May assist in PRC offer approvals, extending job offers to candidates, and assisting candidates through the new hire on-boarding process.
  • Manages BTD and PWD’s brands including but not limited to: highlights career opportunities via social media, manages Streets Cabinet career oriented sites (i.e. LinkedIn, Glassdoor, etc.), collaborates with marketing and digital to showcase Streets Cabinet projects, occasional college/university and career fair attendance, and networking with other municipalities and government agencies to ensure the Streets Cabinet is aligned with best practices.
  • Manages contract assignments as well as employment agreements, including but not limited to: scoping and defining projects and their corresponding staffing needs.
  • Stays on top of talent acquisition trends and changes through research, relying heavily on data, metrics, and industry best practices in coordinating both traditional and non-traditional recruitment efforts.
  • Assists in Talent Operations for the department, including but not limited to working with organizations to ensure that the Streets Cabinet is following transportation and public works trends and best practices, and recruiting for civil service roles. May assist with working with internal partners to approve new and backfill positions.
  • Advises on Streets Cabinet internship and fellowship programs, including Rappaport Fellows, summer interns, and co-ops. Aids in the exploration of new internship and fellowship opportunities or programs.
  • Collaborates with Streets Cabinet Leadership, Finance, and Human Resources to secure appropriate professional development opportunities for teams.
  • Effectively communicates with various city of Boston partners, including but not limited to: Office of Human Resources, Streets Cabinet Leadership, etc.
  • Under supervision, manages the Labor Service process for the city of Boston, including working with applicants to navigate the application process, and reviewing current department processes and procedures to ensure compliance with labor service laws.
  • Performs related work as required.

Minimum Entrance Qualifications

  • At least four (4) years of full-time, or equivalent part-time, experience in public or business administration or management in work that involved overseeing talent acquisition and human resources functions.
  • A bachelor's degree in management, human resources, public or business administration, or related field is strongly preferred and is highly desirable and may be substituted for two (2) years of the required experience. A master's degree in the above is desirable.
  • Significant experience in recruiting for full-time, consultant, and fellowship roles strongly preferred.
  • Experience recruiting in the transportation, civil service, and/or municipalities strongly preferred.
  • Demonstrated experience in working in an entrepreneurial manner within a local/municipal government organization is preferred.
  • Prior experience in government/non-profit and sourcing candidates through non-traditional techniques preferred.
  • Proven leadership experience within a human resources or talent acquisition role, with a track record of achievements and promotions preferred.
  • Strong negotiation, writing, presentation, organizational, and supervisory skills.
  • Significant experience with Applicant Tracking Systems required (iCims experience is highly desirable).
  • Experience in PeopleSoft HCM modules is highly desirable and preferred.
  • Ability to facilitate partnerships and relationships within for profit, not for profit, and municipal areas preferred.
  • Demonstrated sensitivity to the needs of diverse populations.
  • Working ability to prepare clear and concise reports, to communicate effectively both orally and in writing, and to maintain harmonious relationships with co-workers and members of the public.
  • Ability to exercise good judgment and focus on detail as required by the job.
