OVERVIEW:
The Special Assistant for Policy, Partnership, and Programs is responsible for the high-level program management, policy analysis, and partnership management for the agency. They are a self-starter, solution-oriented, highly skilled in relationship management, organized, and can effectively and efficiently work in a fast-paced and politically charged environment. This position requires both a strong work ethic and a strong alignment with City of Baltimore's mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment.
KEY RESPONSIBILITIES:
Program Management:
Provide program management support including defining scope, objectives, metrics, timelines, partners, budgets, and funding sources.
Utilize online project management tools to organize assignments of team members, track deadlines, payments, and spending, and maintain project notes.
Collect data and monitor performance against program plans and suggest corrective actions to promote progress.
Prepare progress reports, presentations, and other needed deliverables in line with program timelines.
Policy Analysis and Research:
Conduct research, analyze policy, and prepare recommendations for enacting relevant policies.
Maintain records of MOCFS policies, MOUs, commission and boards legislation and bylaws.
Utilize online management tools to track dates of agreement/ contract expiration as well as end of term of boards and commissions.
Assist in drafting briefings, policies, testimony and presentation for hearings.
Assist the Chief of Staff and Youth Engagement Manager with managing stakeholders of the Baltimore City Children’s Cabinet, including communicating with participating organizations, supporting with creation and updating of guiding documents, and identifying potential grantee organizations in line with cabinet priorities.
Support the ED, DD, and COS in creating spend plans for the Casino Local Impact Fund by researching and advising on areas of need and potential programs and organizations to receive funding.
Perform other duties as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree required. Graduate degree is preferred in public policy, public administration, or other relevant areas of study. Three years’ experience in support of non-profit, academic, business, research and/or development activities and operations, providing administrative oversight, coordination, and project management is required. Preference given to candidates with high level experience directly supporting executives and/or other C-suite leadership. Knowledge of or familiarity with local, state and federal government departments or agencies and the local and state philanthropic community is a plus.
KNOWLEDGE, SKILLS, AND ABILITIES:
Is proficient in Slack, Trello, Outlook, Microsoft Word, Excel, Microsoft Teams, and PowerPoint and graphics packages to assemble and create reports and presentations, Google Drive, Dropbox and other similar platforms.
Has strong analytical and research skills including the ability to synthesize, analyze, and critique data quickly and effectively.
Is a self-starter and accountable to complete tasks and drive performance with minimal oversight.
Ability to work well with a team, including communicating effectively and being able to support team members.
Pay close attention to detail and can easily correlate topics and information.
Is creative/imaginative with excellent organizational skills.
Has a demonstrated ability to address/resolve difficult, multi-faceted problems.
Possesses excellent oral and written communication skills.
Able to work unpredictable hours under pressure and consistently meet deadlines.

Background Check

Probation
All people, including current City employees, selected for this position must complete a mandatory six-month probation.
