About the City Administrator's Central Office

The office of the City Administrator’s Central office consists of Finance, Human Resources, Accounting, and Information Technology support for all 25+ divisions under the City Administrator.  

Job Description

The Legislative Tracking & Communications Enhancement Project aims to enhance the legislative tracking and communication capabilities of the City Administrator’s Office (CAO) by developing an AI-powered tool. This tool will monitor legislation from introduction through implementation, provide real-time alerts, and ensure efficient communication and engagement with stakeholders. Key deliverables include the AI-powered legislative tracking tool, a streamlined legislative package system, a comprehensive communication and engagement strategy, detailed weekly reports, and public-facing documents. The scope of work involves researching and implementing the AI tool, analyzing legislation, managing communication strategies, conducting studies, responding to informational requests, and representing the department at public events. Specific duties for the Communications and Legislative Affairs Analyst include developing the AI tool, analyzing legislation, coordinating communication strategies, making policy recommendations, preparing reports, managing media relations, and handling public records requests. The project aims to improve legislative tracking, communication, and public engagement for the City Administrator’s Office.

The Communications and Legislative Affairs Analyst will perform the following specific and essential duties:

  • Developing the AI Tool: Research and develop ways to deploy AI to track legislation, including creating a streamlined system for legislative packages and developing a tool to monitor legislation with real-time alerts.
  • Legislative Analysis: Analyze, interpret, and monitor legislation, preparing reports on the impacts of legislation and policies.  This will inform key components of the tracking tool.
  • Communication Strategy: Coordinate, develop, manage, and monitor a communication and engagement strategy to promote awareness of initiatives.  This will inform how to evaluate strategies, and identify essential components for tracking engagement.
  • Policy Recommendations: Research, analyze, and make policy recommendations as they relate to communications and tracking.
  • Reporting Requirements: Coordinate and monitor departmental reporting requirements to the Mayor’s Office, the Board of Supervisors, and boards and commissions.  This 
  • Studies and Reports: Conduct detailed studies, identify administrative problems, and prepare reports with recommendations.
  • Media and Public Relations: Monitor press mentions, and compose public-facing documents.
  • Social Media Management: Monitor engagement.
  • Public Representation: Represent the City Administrator’s Office at public events and meetings, prepare talking points, and create certificates of honor.
  • Engagement Analysis: Analyze trends in engagement effectiveness and prepare reports for management and various agencies.
  • Public Records Requests: Assist in coordinating the response to sunshine or public records requests.  Analyze how the AI tool can assist in responding to public records requests efficiently and thoroughly.

Appointment Type 

This Permanent Exempt (PEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring. Project-based positions cannot be ongoing or exceed 36 months.

Nature of Work 

This is a hybrid role requiring on-site work at our San Francisco office.

Qualifications

Minimum Qualifications:

Education: Possession of a baccalaureate degree from an accredited college or university, and

Experience: One (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities. This typically includes an oral interview and/or a written or performance exercise.  

If this becomes necessary, only those applicants whose qualifications most closely meet the  Department needs will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
