MAJOR RESPONSIBILITIES
- Strategy Development: Collaborate with executive leadership and key stakeholders to develop the overall strategic sourcing vision, goals, and objectives aligned with the organization's business strategy. Translate the strategic vision into actionable sourcing plans.
- Sourcing Strategy Execution: Lead the implementation of sourcing strategies and initiatives across the organization. Identify opportunities for cost savings, process improvement, and value creation through effective sourcing practices. Continuously evaluate and refine the sourcing strategy based on market dynamics, industry trends, and business needs.
- Team Leadership: Build and lead a high-performing strategic sourcing team. Provide guidance, mentorship, and professional development opportunities to team members. Foster a collaborative and inclusive work environment. Set performance goals, conduct performance reviews, and ensure the team's capabilities align with the organization's strategic sourcing objectives.
- Continuous Improvement: Stay updated on industry best practices, emerging technologies, and trends related to strategic sourcing. Foster a culture of continuous improvement, leveraging new tools and methodologies to enhance sourcing processes, supplier performance, and operational efficiency.
- Stakeholder Engagement and Communication: Effectively communicate sourcing strategies, initiatives, and outcomes to executive leadership and key stakeholders. Collaborate with stakeholders to understand their evolving needs and ensure sourcing strategies align with organizational priorities. Present sourcing plans and results to senior management and provide regular updates on key metrics and performance indicators. Oversees the identification of products, services, and equipment that can be standardized, modified, or eliminated, evaluating cost benefits of product changes, and the implementation of new products across the enterprise.
- Cost Optimization: Identify cost-saving opportunities through strategic sourcing initiatives such as demand management, strategic supplier selection, negotiation of favorable pricing and contract terms, and implementation of cost reduction programs. Monitor and analyze market trends, supply market dynamics, and economic indicators to proactively respond to cost fluctuations and optimize sourcing decisions. Directs the development of and oversees a cost-effective, centralized sourcing process to procure and deliver capital and non-capital products and services throughout Advocate Health.
- Oversees the attainment of maximum savings in total delivered cost of supplies, services, and equipment. Identifies and implements opportunities for cost reduction, service improvement, and standardization which provide quality products and services while removing costs from the acquisition process.
- Directs the development of and oversees a cost-effective, centralized sourcing process to procure and deliver capital and non-capital products and services throughout Advocate Health. Directs and provides guidance for the preparation, solicitation analysis and presentation of Requests for Proposal (RFP) and Invitations for Bid (IFB) in accordance with directives and program requirements. Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
- Cross-functional Collaboration: Collaborate with cross-functional teams, including finance, legal, operations, and other business units, to understand their sourcing requirements and align sourcing strategies accordingly. Work closely with stakeholders to ensure sourcing decisions support business objectives and meet operational needs.
- Supplier Relationship Management: Establish and nurture strategic relationships with key suppliers. Identify and evaluate potential suppliers, negotiate contracts, and manage ongoing supplier performance. Collaborate with suppliers to drive innovation, quality improvements, and cost reductions. Implement supplier scorecards and performance metrics to monitor and measure supplier performance. Develops, manages, and maintains rolling three-year plans for supplies, implants, purchased services, and capital categories.
- Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
- Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
- Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations, and laws applicable to the organization's business.
MINIMUM EDUCATION AND EXPERIENCE REQUIRED
License/Registration/Certification Required: None Required
Education Required: Bachelor’s Degree in Supply Chain, Business or related field.
Experience Required: Typically requires 10 years of experience in procurement, materials management, logistics, and finance. Includes 5 years of management experience in planning, directing, and leading a centralized purchasing function, value analysis, the standardization of products, and the implementation of best practice and cost containment initiatives.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Extensive knowledge in developing system-wide purchasing strategies, processes, and programs which support a service focused, cost effective, and centralized model.
- Demonstrated successful contract negotiation skills and ability to establish and administer complex contracts for products and services.
- In-depth knowledge of inventory management and related accounting processes.
- Interchange and internet-based procurement transaction processes knowledge with exposure to broader issues such as Continuous Replenishment Processes or Vendor Managed Inventories.
- Skills developing strategic and tactical plans to meet business objectives in a large healthcare system.
- Knowledge of contract law and related legal and financial policies.
- Excellent communication skills necessary to communicate effectively with senior administrators, department leaders,
physicians, vendors, and clinical staff to support Advocate Health’s acquisition goals. - Knowledge of healthcare accreditation standards (i.e. DNV, JCAHO), Occupational Safety and Health Administration, and National Fire Protection Organization requirements.
- Excellent analytical, quantitative, and qualitative skills. Ability to identify and solve problems creatively, to work within deadlines with a high attention to detail and to work independently in a fast paced, dynamic environment.
- Experience in working with and implementing large-scale automated systems.
- Experience leading, developing, and mentoring high performing teammates.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
- This position requires regional and national travel, therefore, will be exposed to weather and road conditions.
