Program Manager

9th Way Insignia is a service-disabled, veteran-owned small business delivering cybersecurity, cloud modernization, software development, data analytics, enterprise IT, and AI solutions for government customers. We are seeking an experienced Program Manager to lead multi-project contract operations, oversee cross-functional delivery teams, manage budgets and risks, maintain customer relationships, and ensure high-quality, on-time delivery under government task orders.

Responsibilities

  • Provide executive/director-level management of overall contract operations across multiple programs, projects, and locations.
  • Operate in accordance with SDLC and ITIL processes and industry best practices.
  • Serve as the primary customer interface and maintain relationships across client organizations.
  • Maintain awareness of program and business area status, impacts, and risks across projects.
  • Act as program-level subject matter expert to ensure quality and performance standards on all task/delivery orders.
  • Plan and organize work efforts: assign resources, manage personnel, control risk, and oversee cost/schedule and contract performance.
  • Oversee service delivery teams to ensure compliance with the Performance Work Statement and 9th Way Insignia quality standards.
  • Ensure timely preparation and QA review of all contractually required deliverables.
  • Coordinate with corporate PMO on processes, templates, financial tracking, forecasting, and executive reporting.
  • Manage direct labor costs and ensure expenses remain within budget.
  • Validate technical abilities of assigned resources and identify training needs.
  • Prepare routine reports and deliver status/progress presentations to corporate leadership.
  • Develop and manage communications plans for Task Order execution.
  • Identify, document, and track internal and external risks and mitigations in risk/issue systems.
  • Coach and mentor junior project managers and ensure succession planning and cross-training for key roles.

Education

  • Bachelor's degree in a technical discipline preferred
  • Associate's degree plus 4 years of relevant experience accepted
  • 8 years of relevant experience may substitute for degree
