Subcontracts Administrator, Lead

Purpose and Scope: 

Responsible for all phases of subcontract administration, cradle to grave, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout. Responsible for ensuring compliance with government policies and procedures. This is an expert level position that will be expected to demonstrate extensive experience and subject matter expertise in government subcontracting, works independently on challenging, high-risk, and/or complex issues and negotiations, participates and leads multiple strategic projects, mentors junior and mid-level staff, identify and lead process improvement projects, lead efforts to support team and organizational goals, is seen as a SME in the area of subcontracts management and may have particular areas of expertise. Drives collaboration with stakeholders, other departments, and senior leadership. Executive level communication, both written and oral. Works with Subcontracts Management and Compliance to drive adoption of new policies and processes. Represent Subcontracts and partner with Capture Teams, Business Development, and Functional Area leads on strategy from capture phase through execution.

Essential Responsibilities:

  • Lead, develop, and produce subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications and correspondence.
  • Select the appropriate Subcontract/Purchase Order type (FFP, CR, T&M, IDIQ, etc.) that is best suited for the prime contract, program needs, and overall risk profile.
  • Identifies sources for the services, evaluates the capabilities and performance of subcontractors, and selects qualified subcontractors based upon their ability to provide the required services, competitive pricing, acceptable terms, appropriate quality, and timely completion of the work.
  • Monitors subcontractor performance, issues amendments to subcontracts and manages the performance of subcontractors.
  • Resolves disputes with subcontractors and evaluates subcontractor performance. 
  • Prepares, compiles, and maintains auditable records of the subcontracting process.
  • Maintains awareness of market conditions to determine future availability of services and pricing probability.
  • Manages subcontracts to ensure timely completion, compliance with requirements, and appropriateness of invoices and payment.
  • Conduct subcontract file reviews in support of both internal and external audits to ensure compliance.
  • Conduct subcontracts training for technical and subcontract staff.
  • Oversee up to three (3) junior and mid-level Subcontract Administrators.
  • Knowledgeable of legal terminology within the Subcontract terms and conditions and has the ability to evaluate and recommend methods to resolve risks due to deviations. Knowledgeable of FAR requirements.
  • Extensive knowledge of the types of contracts that can be used for varying services.
  • Utilizes knowledge of estimating practices and how subcontractor pricing is incorporated into company proposals.
  • Leads the preparation of negotiation strategy and negotiation meetings with subcontractors.
  • Provides guidance in the preparation of client consent packages prior to the award.
  • Reviews subcontracting reports and recommends appropriate actions to meet project objectives.


Minimum Position Knowledge, Skills, and Abilities Required:

  • Bachelor’s degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience.
  • CPM, CPCM or equivalent certification preferred.
  • Possess 10+ years of experience in subcontracts, including 4+ years of experience on engineering and construction projects. 2+ years of field experience preferred. 2+ years of experience in one or more of the areas of purchasing, expediting, transportation and warehousing preferred.
  • International experience is desirable.
  • Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required.
  • Must be able to obtain and maintain facility credentials/authorization and / or Security clearance. Note: US Citizenship is required for facility credentials/authorization at this work location.
  • Position may require travel.
     

Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
