The Oregon Youth Authority (OYA) is seeking an experienced and analytical Operations & Policy Analyst 2 to serve as a Criminal Justice Information Systems (CJIS) Analyst within our Information Systems Department. In this role, you will support the implementation, administration, and continuous improvement of the Juvenile Justice Information System (JJIS) and other CJIS data systems, ensuring they align with laws, administrative rules, and established business processes. You will collaborate with the Information Services team, policy and research analysts, business analysts, program area managers, and leadership to identify and analyze policy, operational, and system needs. Key responsibilities include developing and maintaining standard operating procedures, training materials, and policy guidance; researching and interpreting state, federal, and case law; evaluating equity impacts; and serving as a subject matter expert on CJIS compliance. This position requires the ability to translate complex technical data into clear, actionable information for diverse internal and external audiences while fostering operational excellence and regulatory compliance across the agency.

  • Limited Duration: This is a limited duration appointment that is expected to end on or before 09/15/2026. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.

  • Hybrid Telework: This position is hybrid, with some in office days and the remaining days remote. The position can be fully in the office if preferred or conditions for remote work are not met. The number of days in the office will increase during certain periods of implementation when more in person work is required. This may change due to business needs.

Tentative Interview Schedule:

NOTE: The first round of interviews will be conducted via VidCruiter, an online video interview platform that offers flexibility by allowing you to complete your interview within a given time window. We want to give all candidates ample time and support to participate comfortably. Access to a computer or smartphone with internet, a camera, and a microphone will be necessary.

To Qualify For This Position:

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

OR;

  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

Special Requirements:

  • This position requires ability to get and maintain CJIS certification within 3 months of appointment.

  • Current CJIS certification.

  • Experience serving as a subject matter resource on complex data systems, policies, and compliance requirements, and providing guidance to leadership and stakeholders to ensure regulatory and operational goals are met.

  • Ability to collaborate effectively with cross-functional teams, including technical specialists, policy and research analysts, and program leadership, to align system capabilities with operational and policy objectives.

  • Experience serving as a CJIS policy and administrative expert establishing compliance with regulations of CJIS data.

  • Experience researching laws, policies, programs, and research related to CJIS impact including equity-based impacts.

  • Experience developing materials including operating manuals, training materials, and policy guidance,

  • Experience preparing and presenting complex technical or policy-related information and data to diverse audiences, adapting content and delivery to meet the needs of stakeholders with varying levels of expertise
