The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.
This position is represented by the American Federation of State, County and Municipal Employees union (AFSCME).

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As the Plumbing Trainer, your duties will include:
Providing interpretation of the state’s licensing requirements for plumbing contractors, licensed plumbers and the general public
Researching and developing the division's position on legislation affecting plumbing codes, product standards and licensing requirements in Oregon
Providing occasional Plumbing Board support
Developing and drafting statewide code interpretations
Providing technical guidance on the adopted codes and product standards to builders, designers, homeowners and other stakeholders
Preparing and providing certification training and continuing education to license holders, inspectors and plans examiners
Preparing information for local jurisdictions and the industry
Providing mitigation of issues between contractors, inspectors and local jurisdictions

Here’s what you need to qualify:
Minimum Qualifications:
A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification
Required Certifications:
Must obtain the following certifications as soon as possible but no later than within six (6) months of hire. BCD will pay for the certification testing and it can be obtained during regular working hours.
Plumbing Inspector – A-Level
Residential Plumbing Inspector
Oregon Inspector Certification
Medical gas inspector (MGI)
Requested Skills:
Extensive understanding of administration and enforcement of the state plumbing codes
Demonstrates proficiency in develop and deliver training courses related to interpreting and applying plumbing provisions of the building code to other code knowledgeable individuals
Experience to clearly explain highly complex policy and technical issues related to administration of the state plumbing building code
Strong analytic and critical thinking skills
Experience to use excellent communication and collaboration skills to work with stakeholders who have diverse opinions
High level of proficiency using Microsoft products, such as PowerPoint, and Word in a professional setting

Additional information:
Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.
