Join the Oregon Department of Land Conservation and Development (DLCD) as a Legislative and Policy Coordinator in our Legislative and Policy Division! This position assists the Director, Deputy Director, Legislative and Policy Manager, and Commission in overseeing and coordinating legislative and policy initiatives, with a primary focus on government relations. It assists with the development of policy in assigned areas of expertise with a focus on housing and economic development policy, interacts directly with the Oregon Legislature and legislative stakeholders, assists in the coordination of legislation, budgets, and policy efforts with other agencies, and helps with the ongoing evaluation of the Agency’s progress on performance measures.

A day in the life. As the new Housing Planner you will:

  • Conducts or coordinates data gathering and analysis to support policy development related to housing and economic development.
  • Advises agency leadership and/or LCDC on available options and makes recommendations.
  • Analyze policy options, summarizing the costs and benefits of different approaches.
  • Assist in the development of proposed housing and economic development POPs, including working with agency budget and technical staff, supporting public engagement, briefing LCDC, and advising agency leadership on housing and economic development policy and political considerations.
  • Convening a task force comprised of agency staff and stakeholders to discuss policy development and leading the development and drafting of agency legislative concepts (LCs), including working with technical staff, engaging with local governments and other interested parties, and advising agency leadership on housing and economic development policy and political considerations.
  • Represents the Director’s Office in explaining program priorities and operations to the Legislature and interested parties. 
  • Continues building and maintaining department relationships with key legislators and legislative staff, local governments, and other interested parties and cultivating shared understanding of important policy issues that require legislative changes.
  • Drafts legislation, and schedules meetings.
  • During session, prepares and delivers testimony to legislative committees. Tracks legislation, budget, and constituent issues.
  • Collaborates with Policy Manager and other staff, coordinates the agency’s response to legislative requests, initiatives, and proposals.
  • Manages the legislative tracking system by updating the Bill Tracker with bills as they are published and assigned to staff.
  • Assists the Chief Financial Officer and budget staff in response to requests from the Legislative Fiscal Office, including fiscal impact statements for bills and amendments.
  • Leads and/or participates in legislative meetings, workgroups, advisory committees, or other similar teams.
  • Assists the communications team in preparing one-pagers, legislative summaries, and staff reports related to legislative session.
  • Leads the Policy Office and coordinates with the Communications Team in drafting, formatting, and distributing various legislative summaries of housing and economic development issues addressed in each legislative session, including the statutorily required local government land use report and the agency’s biennial policy agenda.
  • Coordinates with the agency rules coordinator and program staff in administrative rule-related activities, including housing and economic development policy development, public notices, statements of need, fiscal impact analysis, and public outreach. Assists with stakeholder and public outreach related to agency rulemakings and policy projects.

Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS.  Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
