Company Description

Appointment Type: This is a Permanent Exempt (PEX), Full-Time position with an anticipated duration of up to three (3) years. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

The Port’s Engineering Division is recruiting for two (2) 5504 Project Manager II positions.

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. Engineering Division 

The Engineering Division provides project and construction management, engineering design, facility inspection, contracting, code compliance review and permitting services for all the Port’s facilities, including piers, structures, buildings, cranes, utilities, public and private areas, development projects, streets and walkways. The Engineering Division assists and coordinates with other City departments to ensure an appropriate transition between the City and Port jurisdiction.  

The Port is undertaking many complex marine-related and infrastructure projects, requiring additional staff support through all phases of project delivery. The Port’s Engineering Division is growing its project management capabilities to meet this need. The Project Manager II will execute projects in the Port’s backlog.  

Job Description

This position will be responsible for overseeing scope, budget, and schedule for construction project design, and advertising for construction contracts, typically totaling $20 - $100 Million in value. The Project Manager’s duties include: 

  • Managing multiple projects at a time with different clients, funding sources, schedule drivers, and scopes of work, rather than one single large project.  
  • Managing the Port projects from planning through construction or implementation.  
  • Establishing project structure and defining the project goals and objectives. 
  • Establishing roles and responsibilities, identifying project stakeholders, ensuring accountability, and managing scope and changes. 
  • Building and monitoring the project schedules and budgets. 
  • Identifying and alerting stakeholders to risk, and monitoring project progress for successful delivery.  

The following are examples of projects that will be distributed between the two PM II positions:

  • Mission Bay Ferry Landing Phases 2A and 2B (construction of a new ferry landing and adjacent park) 
  • Amador Street Pump Station and Roadway Restoration (sewage pump station and road construction) 
  • Pier 40 South Beach Marina Repairs/Hyde Street Harbor Repairs   
  • Pier 80 Electrification (electrical supply for future cruise terminal) 
  • Pier 80 Subsidence (address subsidence under pier) 
  • Pier 29.5 Office Rehab and Parking Exhaust System (building renovations) 
  • Pier 96 Seismic Improvements (assessment of seismic improvements across pier) 
  • Pier 96 Wind Power Preparation (assessment of site for future wind power industry use) 

Qualifications

  • Bachelor's degree in architecture, engineering or planning plus six (6) years of responsible architectural, engineering or construction management experience, OR
  • Bachelor's degree in another field plus eight (8) years of responsible experience in a field directly related to the project, OR
  • Ten (10) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  • California registration as professional engineer or architect, plus two (2) years of project coordination experience. 

License 

Possession of a valid California driver’s license (to be presented at time of appointment).   Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment. 

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications (Ideal Candidate): The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have: 

  • Experience managing a minimum of two (2) maritime/waterfront engineering and construction projects.
  • Experience managing a minimum of two (2) grant-funded projects.
  • Project management experience on historic or marine structure engineering projects, public realm civil engineering projects, and utility upgrade projects in the San Francisco Bay Area. 
  • Experience in establishing project parameters, confirming the scope of work, budget, schedule, and monitoring project scope, schedule, and budget during project execution. 
  • Experience managing contracts with consultants. 
  • Experience working with environmental permitting agencies that oversee work in or near the San Francisco Bay. 
  • Knowledge of Net Zero Carbon Design or LEED. 
  • Proven track record in the development and implementation of project tracking and scheduling programs requiring strategic prioritization of limited resources and engaged stakeholders with conflicting priorities is required.
