Appointment Type: This is a Temporary Exempt (TEX), Full-Time position with an anticipated duration of up to three (3) years. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

The Port’s Waterfront Resilience Program is recruiting for one (1) 5502 Project Manager I Position to manage the delivery of waterfront resilience plans and small complex urban waterfront resilience projects during pre-design, detailed design, entitlements, bidding, construction, and closeout.  This position will also support senior Project Managers to deliver larger complex projects.  The focus of this position is urban design and stakeholder engagement.

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port’s Waterfront Resilience Program 

The Port’s Waterfront Resilience Program (WRP) was created to ensure the waterfront, and its important regional and citywide assets, are resilient in the face of earthquakes, flooding, sea level rise due to climate change, shoreline erosion, and extreme storms. The waterfront has a history rich with innovative adaptation, and resilience is forged in the Port’s identity. We have a once in a generation opportunity to not only defend our waterfront from future flood and earthquake risks, but also to improve and rejuvenate the waterfront, improve the City’s connection to the Bay, and bring benefits such as more open space, enhanced mobility, safety and jobs. Over the next 3 years, Program work is expected to include completing the United States Army Corps of Engineers General Investigation Feasibility Study (San Francisco Flood Study), advancing design and engineering of the USACE recommended plan in collaboration with City partners, and implementing multiple transformational resilience projects including those funded by the 2018 Seawall General Obligation Bond.  The Program is led by a dedicated team that shares a passion for leading the Port and City to a more resilient future.

Job Description

This Project Manager I position is one of several project management positions within the Program and, working under direction of one of the WRP Deputy Program Managers, will be responsible for supporting successful design and delivery of complex waterfront plans, projects, and technical studies.  The WRP is currently advancing Early Projects to improve earthquake safety and flood resilience in the near-term, as well as working with the US Army Corps of Engineers (USACE), City partners, and public stakeholders to develop a Recommended Plan for waterfront adaptation through the San Francisco Waterfront Coastal Flood Study (Flood Study). Once the Flood Study is complete, the WRP will work to advance the Recommended Plan through design and construction in stages. This position may include managing one or more smaller projects, managing planning, design, and technical work to advance the Recommended Plan, or functioning as an assistant project manager on larger projects.

WRP projects are located along the highly urbanized and active Port waterfront and may include rehabilitation, earthquake retrofitting, and flood proofing of existing facilities, the creation of new facilities and waterfront infrastructure, and planning design of new waterfront public spaces, utilities, roadways, and maritime infrastructure and buildings. Key aspects of WRP projects include infrastructure programming and design, design and engineering of coastal flood defenses, design of streets and public spaces and relation to historic structures, and public and stakeholder outreach and engagement.

The Project Manager’s duties include:

  • Planning, organizing, and directing all or part of complex Waterfront Resilience plans and projects during planning, concept design, detailed design, contract documentation, construction, and closeout.
  • Managing work of multi-disciplinary staff across organizational boundaries including the work of consultants, agency and City staff, and contractors.
  • Preparing, monitoring, and controlling project scope, budget and funding plans, schedules, and expenditure forecasts.
  • Coordinating review of presentations, studies, plans, and design submittals including resolving conflicting reviewer comments and tracking resolution.
  • Tracking, recording, and reporting out on project progress, issues, risks, and decisions.
  • Actively seeking to resolve project issues and secure decisions including escalating up in a timely manner.
  • Making presentations to internal and external stakeholders, the Port Commission, and other City agencies, Boards, and Commissions.
  • Managing public and stakeholder outreach and engagement in relation to project outcomes and working collaboratively with the Port communications team on public messaging.
  • Preparing requests for proposals, negotiating and monitoring consultant contracts, and developing memoranda of understanding and project charters with city Agencies.
  • Participating in program development and monitoring of program goals, key performance indicators, risks and budgeting.
  • Making recommendations on how to increase speed, efficiency, or quality of project delivery.
  • Participating in managerial meetings with the Port Divisions and other city agencies as needed.
  • Reviewing and managing workload assignment to project staff and interns;
  • Managing Environmental Review processes and obtaining permits and regulatory approvals.

Qualifications

  • Bachelor's degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, OR
  • Bachelor's degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
  • Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  • California registration as professional engineer or architect.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).   Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

  • Experience managing multi-disciplinary planning, design, or engineering projects throughout planning, concept design, detailed design, and construction.
